SALARY RANGE: $79,623 - $123,739 /Annual

JOB DUTIES
ESSENTIAL DUTIES
Works under the supervision of the Assistant Director Regulation and Control.
Performs administrative, supervisory and system control operation work necessary to coordinate load management functions of the SYSTEM OPERATIONS division.
Ensures the supervisory control and data acquisition system and all appurtenant equipment is operational on a seven by twenty-four (7 x 24) basis.
Maintains responsibility for and participates in the efficient load management of the electric utility distribution and transmission system.
Provides the engineering division transmission, substation and line loading information for engineering studies.
Supervises the system operators in their duties to balance resources with customer demand on a real-time basis under normal and abnormal condition to include transmission, distribution and generation outages.
Ensures corrective action is taken should an overload on the electric utility's system occur and communicates such overloads to the engineering division in order that corrective action is implemented.
Ensures the electric utility meets the requirements of the reserve sharing pool agreement - currently the Southwest Reserve Sharing Pool and that the system operators maintain the necessary reserve requirements on an hourly basis.
Ensures all WECC, NERC and applicable FERC standards, rules and regulations are adhered to.
Maintains his/her certifications as required.
Represents FEUS on appropriate committees; such as the operating committees of WECC or the Southwest Reserve Sharing Group.
Provides the following information to the Management team so resources may be procured: projected capacity and energy information on a seasonal (summer/winter) basis adjusted for system planned generation and transmission outages; information on the availability of generation (mWh and $'s); information relating to the availability of regional transmission capacity and energy; and forecasts of planned generation and transmission outages.
Participates in seasonal and short-term planning for system load growth.
Provides information to FEUS management on the availability of resources in the western grid for long-term needs.
Supervises and performs power marketing duties related to the purchase and sale of monthly capacity and energy with other public and investor owned utilities throughout the western grid.
Calculates and provides to the System Control Operators the information required to make sound economic off-system purchases and sales.
Reviews written switching procedures for safety, uniformity and clarity prior to field usage.
Prepares detailed records on system energy consumption, purchases/sales of power with other utilities, generation and losses.
Prepares load duration and load profile information for demand (MW) and energy (MWh).
Provides training to senior system operators, system operators and ensures the system operator trainee receives appropriate training and testing.
Reviews work of subordinates, supervises technical training of staff, conducts performance evaluations and handles routine counseling/disciplinary issues.
Organizes the work of subordinates of system control center staff.
Provides recommendations to the Assistant Director Regulation and Control on system control center personnel.
Interfaces with other utilities' SYSTEM OPERATIONS personnel, the SRSG administrator and SRSG members, SCADA computer equipment manufacturers and other city departments as needed to assure reliable system operation.
Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.
Attendance at work is an essential function of this position.
QUALIFICATIONS
This position is subject to the City's Drug and Alcohol Free Workplace Program which includes: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.
This position is covered by NERC CIP cyber security standards. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training.
Graduation from an accredited university with a bachelor's degree in electrical or power related engineering with five years of experience in system control or a minimum of fifteen years experience in system control operations with progressive supervisory responsibilities.
NERC certification preferred.
Must know WECC and NERC standards and how they apply to the City of Farmington's electric utility.
Must possess a thorough knowledge of the relationship between generation plants, transmission/distribution systems, system control and AGC.
Thorough knowledge of electric utility transmission and distribution SYSTEM OPERATIONS and equipment required to include relay systems and equipment.
Thorough knowledge of power marketing practices between electric utility systems required.
Thorough knowledge of emergency outage practices and procedures of field distribution personnel.
Thorough knowledge of field switching procedures.
Skill at making quick decisions based on diverse information from several different system indicators.
Ability to establish and maintain effective working relationships with supervisors, subordinates, fellow employees, employees of other power systems and the general public.
Thorough knowledge of management practices and tools to include performance evaluations and disciplinary action.
Thorough understanding of training processes to include the assessment of training needs.
Thorough working knowledge of personal computers and related application software to include spreadsheets, word processing, graphics, data base and business applications.
Must possess good oral and written communication skills.
Must have a telephone at residence and be able to be at the control center facility within thirty minutes of receiving a call.
Must possess the ability to establish and maintain working relationships with subordinates, co-workers, supervisors, other City personnel, the public, other utilities and the press.
Must possess the ability to follow verbal and written instructions.
Must possess the ability to work under stress and handle stressful situations.
Must possess the ability to meet deadlines.
Valid New Mexico or state of current residency driver's license with acceptable driving record for the past three years.
Must possess the ability to operate the tools and equipment listed below.
TOOLS AND EQUIPMENT USED
Calculator, phone, radio, fax, copy machine, computer (desk top and lap top) and associated software to include spreadsheets, macros, graphics, word processing; and a motor vehicle.
