Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Human Resources Specialist (Military), Position Description Number D2004000 and is part of the Office of the State Surgeon of the Vermont Army National Guard. Responsibilities The purpose of this position is to supervise and manage two or more of the following human resource programs: Health Services Program, to include Line of Duty (LOD), Incapacitation Pay (INCAP), Warrior Transition Unit (WTU), Active Duty Medical Extension (ADME), Medical Retention Processing 2 (MRP2), and Medical Boards to include MOS Medical Review Board (MMRB), Medical Evaluation Board (MEB), and Physical Evaluation Board (PEB). (1) Directly supervises and provides technical and administrative supervision over Human Resources Assistants (Military), Human Resources Specialists (Military), and specialist within the other specialized functions of the MILPO office. Formulates HUMAN RESOURCES and administrative procedures and policies based on the interpretation of regulations and directives from Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB). As required, performs military HUMAN RESOURCES work in any of the program areas, for which assigned, for officer, warrant officer, and enlisted members and includes but is not limited to: processing and reporting on status of LOD investigations, formal and informal; processing INCAP pay; processing and providing quality control of MRP2 and ADME packets; providing oversight and tracking of personnel assigned to WTU; providing oversight to Tricare and Military Medical Support Office (MMSO) and coordinating for treatment and follow-on authorization of care; coordinating fit for duty evaluations; processing Soldiers for entrance into the MEB and PEB; tracking medically non-deployable Soldier status within the State; working in coordination with the Medical Detachment in the training of Medical Readiness NCOs; providing oversight of the medical travel and orders program; working in conjunction with the PDHRA program; directing, organizing, and planning staff assistance visits and Command Inspection Program activities. Convenes or participates in various boards which may include: MOS Medical Review Board (MMRB), Incapacitation Review Boards, Medical and/or Physical evaluations, etc. Provides direct support to all units located within the state, their dependents, and retired members. Assists other organization and agencies/units in development of battle roster and personnel assignment. 2) Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that integrate organization and military HUMAN RESOURCES objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Reviews and provides advice on organization missions, functions, and manning of serviced units. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Establishes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Directs and oversees the research and response for congressional or high level headquarters' inquiries regarding military HUMAN RESOURCES matters. (3) Oversees and reviews the accounting of funds for accounts relating to the area of assignment which may include but is not limited to: NGB tours, incapacitation pay, medical care, severance pay, and MMRB attendance and requires exercising proper control measures, forecasting, and developing and conducting of internal audit reviews. As required, provides reports on audits and outlines any changes to be made as a result of the findings. (4) Plans and schedules work in a manner that promotes a smooth flow and even distribution, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Provides advice, guidance, and direction to employees on a wide range of military HUMAN RESOURCES and administrative issues. Interviews candidates for positions and selects, or recommends selection of, candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. *REFER TO PD FOR FULL LIST OF DUTIES/RESPONSIBILITIES* Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard working at the location specified in job announcement. Area II: Title 5 NG Federal Employees or Title 32 Dual Status Technicians within the Vermont National Guard. Area III: All current and former members of the VTARNG. GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the HUMAN RESOURCES business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE GS-11: Must have at least one year specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing HUMAN RESOURCES development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and conducting educational and skill development personnel course programs. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or advising on process improvement, best practices, and performance techniques. Specialized Experience Qualifications for the GS-0201-11 Supervisory Positions: Must meet the non-supervisory GS-0201-11 qualifications, PLUS have 12 months of career broadening HUMAN RESOURCES program experiences in leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. The individual must have experiences that included guiding employees on HUMAN RESOURCES (military or civilian) program tasks. Experienced in conducting employee performance evaluations and mentoring employees; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in leading people and HUMAN RESOURCES personnel activities that included directing and assigning tasks and projects. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working within merit principles, equal employment, and affirmative action guidelines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Education Army National Guard and Air National Guard Officers GS-11 through GS-14 Positions: An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Army National Guard Warrant Officers GS-09 through GS-12 Positions: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum. Army National Guard and Air National Guard Enlisted GS-09 through GS-12: Positions Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
