This position is in the Federal Highway Administration's Office of Human Resources. The incumbent provides leadership and oversight for program areas including: Staffing and Classification, HR Processing, Position Management, Records Management, Personnel Security Program, Corporate Recruitment, Student Programs, and the Agency’s Wellness Program. As part of the incumbent’s leadership, they will manage 3 HR Operations Teams located in Washington, DC, Atlanta, GA and Lakewood, CO.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, which included:
- Experience leading the delivery of HR services in at least two of the following areas: Classification, Staffing, Recruitment and Outreach, Student Programs, Employee Personnel Security, HR Processing and Benefits.
- Experience providing advisory and consultation services to include interpreting and analyzing laws, regulations and policies concerning agency or Department-wide HR issues.
