We expect to fill 1 vacancy in Sacramento, CA and 1 in either Reno, NV or Salt Lake City UT; however, additional positions may be filled from this announcement if they become available.
Qualifications: Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-13) of the position to be filled. Examples include, but are not limited to: planning, conducting, organizing complex and highly sensitive investigations; identifying violations and initiating corrective action; engaging in long-range strategic planning initiatives; applying expert knowledge of criminal investigations; applying an expert knowledge of criminal investigations, prescribed investigative procedures, and applicable laws and regulations. Performing with considerable independence in planning and carrying out work assignments. Operating with less guidance and review for more complex assignments (e.g. those without established precedents), in terms of discussions of policies, controversial or sensitive areas, and assistance in resolving conflicts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
There is no substitution of education for experience at the GS-14 and above grade levels.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Selective Placement Factor(s): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.
1) Prior experience as a Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States. This experience must be documented in the online application or resume with specific to AND from dates (MM/YY), description of work performed, AND hours worked per week.
2) You must have successfully completed a Criminal Investigator Training Program (CITP), at the Federal Law Enforcement Training Center (FLETC) or an approved equivalent training program. Proof of Completion / Certificate or Transcripts must be submitted as part of the application process.
An applicant tentatively selected for this position will be required to complete and receive a favorably adjudicated background investigation clearable for access to Top Secret classified information prior to his/her appointment.
Must successfully complete 40 hours of in-service training annually.
Firearm Requirement: This position authorizes you to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, U.5.C., Section 922(g)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense.
Physical Demands: Majority of work is primarily office oriented and may require travel to any part of the United States for meetings, law enforcement operations, investigations or other program activities.
Work Environment: Work is performed both in an office setting and outdoors with exposure to hazardous and environmentally adverse conditions.
This is a secondary/administrative law enforcement position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)), and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.
