Background Check
The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI
fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where
the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation,
the criminal background checks of individuals who have not resided in the United States or its territories for the preceding
5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only,
but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S.
government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or
as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background
check because of residency outside the United States, such individuals will be ineligible for Postal employment.
Functional Purpose
Guides and advises executives in developing and implementing nationwide STRATEGIC INITIATIVEs. Manages a portfolio of
high-priority enterprise level strategic projects.
DUTIES AND RESPONSIBILITIES
1. Guides, advises and supports executives in the execution of a portfolio of high-priority enterprise level initiatives. Works
closely with officers, executives, and employees assigned on a project or task force basis.
2. Supports the development of resource constrained project schedules tied to specific initiative outcomes, evaluates
initiative execution plans to ensure adherence to project management best practices and corporate governance guidelines,
monitors initiative implementation progress, identifies and escalates risks, supports the integration of execution plans across
multiple functional areas, and provides continuing guidance throughout the lifecycle of the initiative. Monitors cost, schedule,
and outcome performance of a portfolio of initiatives, while working to ensure the ultimate success of corporate strategies.
3. Assists in the development and continuous improvement of corporate strategic execution governance processes and
guidelines to ensure a robust and effective governance framework for strategic execution. Educates initiative teams and
enforces strategic execution governance processes to ensure implementation of best practices for program and project
management. Identifies and supports the reconciliation of strategic execution process gaps within initiatives.
4. Translates strategic goals into resource-constrained, outcome oriented program and project plans that include appropriate
performance metrics, appropriate risk management processes, and conform to corporate tracking and reporting processes.
5. Develops and deploys programs focused on increasing capabilities of USPS staff to manage complex change initiatives
utilizing best in class program and project management methodologies. Provides technical advice, program guidance, and
policy interpretation to Headquarters and field employees on strategic planning, project management, and change
management activities.
6. Monitors and analyzes internal and external environments to evaluate feasibility of strategies, evaluate progress, and
identify significant opportunities and risks. Provides summaries and reports of progress, including potential risks, misaligned
activities, and recommendations. Includes maintaining knowledge of the organization, projecting and assessing the future
environment, and making recommendations to modify objectives or strategies.
7. Provides guidance and direction in the development of the organization-wide strategic plan and mission statement,
long-term corporate strategies, change management activities and STRATEGIC INITIATIVEs.
8. Coordinates with internal and external stakeholders to communicate strategies and provide clarification as appropriate.
Includes coordinating with Corporate Communications on messaging, the Law Department and Government Relations on
legal reporting requirements and legislative issues, Consumer and Industry Affairs and providing information to external
stakeholders such as the GAO, Congress, PRC and the OIG.
9. Conducts complex special studies on a variety of subjects to analyze the impact of new systems and procedures on the
Postal Service as needed. Compiles data on trends and develops key forecasting data.

4. Ability to plan, track and report on programs using software applications such as Visio, Microsoft Project, Excel,
PowerPoint and Word.
5. Ability to develop, collect, and analyze financial and non-financial data to identify trends, forecast scenarios, and prepare
business cases.
6. Ability to guide and support complex projects, including ability to coordinate the work of employees to achieve project
objectives and to coordinate with multiple stakeholders across multiple functional areas and at various levels within the
organization.
7. Ability to design, implement and assess project planning and change management processes.
8. Knowledge of best practices for corporate strategic planning, project management, and/or continuous improvement
processes, such as cost-benefit analysis, business case development, stakeholder and risk identification techniques, project
chartering and schedule development, and use of lean six sigma or similar data drive total quality management tools and
practices.
