What You'll Do:
Under general direction of the Sourcing Supervisor, the incumbent reviews and analyzes proposed Architect and Engineering (A/E), Construction Management (CM) and personal service contracts and amendments to insure accuracy and for adherence to agency, state, federal statutes, regulations, rules, policies and/or procedures; responds to inquiries from contractors, A/E's, construction managers and project coordinators; provides direction in completing required forms and documents, makes recommendations and negotiates necessary changes and adjustments, processes construction schedule of values, subcontractor and material sup-plier declaration; coordinates and consults with participating offices (i.e., Facility Management, State Fiscal Office) and other entities representing other funding sources and prepares legally binding contracts for approval. Receives and opens formal bids and proposals in accordance with established procedures. Compiles information for Controlling Board review and approval. Enters purchasing information into the Ohio Administrative Knowledge System (OAKS) FIN and CI; processes invoices and change orders, maintains budgetary controls (e.g., increase/decrease amounts specified in contract or purchase order). Processes liability insurance certificate updates, organizes, and maintains various documents for projects, handles problems/issues arising during project life cycle and follow-up on issues and concerns.
Provides technical assistance in preparation of newspaper advertisement for competitively bid projects, bidders list, bid tabulation, notice to proceed, and contract encumbrance; assists in review of state and federal laws, regulations and policies affecting construction contracting; Provides mandatory use and compliance review (e.g., MBE/EDGE, OPI, OOD, CRP, OSS); travels to attend and facilitate public pre-bid and bid opening meetings.
Provides program monitoring to ensure compliance by contractors in the submission of required documentation (i.e., wage rates, EEO certification, workers compensation certificate, schedules, bid bonds, required insurance, prevailing wage and EDGE requirements) included in sealed competitive bids and pay request; a ssists in the development & maintaining of construction contract tracking system for reporting, amendments, cancellations, extensions, pay requests, and any other entity associated with on-going contracts.
Performs other related duties as assigned (e.g., participates in staff meetings; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Qualifications
The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications. The ideal candidate, at minimum, must meet one of the following options.
- Completion of associate core program in public or business administration, purchasing/procurement, materials management, contracting, acquisition management, logistics, strategic procurement, purchasing management, supply chain management or other sourcing related field.
- At least 18 months experience in purchasing/procurement/sourcing.
- At least 6 mos. exp. as Sourcing Associate, 64511.
- The equivalent of Minimum Class Qualifications for Employment noted above.
Unless required by legislation or union contract, external candidates can expect starting salary to be set at the lowest rate of the salary range with gradual increases during and/or after completing probation and following successful annual performance review periods, for applicable positions.
Travel is required, as needed. Must provide own transportation. Or, to operate a state vehicle, you must have a valid driver's license from state of residence.
