Title - Senior Subcontracts Manager
Duration 12 Months (This will be for 2 years)
Location Swiftwater PA 18370
The client is seeking an experienced Senior Subcontracts Manager who is a motivated self-starter who can work 100% remotely, independently and as part of a team, in a fast-paced environment. The Senior Subcontracts Manager is responsible for activities during the entire subcontract life cycle. Subcontract management activities will primarily be in support of federal programs, to include proposal and prime contract project management support.
Responsibilities
Perform cradle-to-grave US Government subcontract administration and management for Company portfolio.
Perform subcontract administration of the Companys subcontract portfolio.
Communicate and interface with project leads, providing guidance to operations and program managers for subcontract-related issues.
Review and advise on subcontract agreements and other types of agreements.
Assist with internal subcontract reviews and execution of appropriate subcontract actions (award documents, modifications, closeout, etc.) for processing and reporting.
Communicate subcontract-related information to stakeholders and support audits of Company prime US Government contracts and subcontracts.
Ensure proposals, contracts and subcontracts comply with Company procurement policies and Federal/State procurement regulations ( FAR, DFARS, US Agency regulations, etc.).
Establish and maintain all prime contract and subcontract documents.
Assist Company with proposal activities for select opportunities.
Review monthly invoices, ensuring bill rate and correct personnel are billed.
Work with Finance and Legal Teams to resolve subcontracting issues.
Experience
Bachelors Degree B.S. or B.A. in business, finance or a related field required. Masters degree preferred.
10+ years experience in contract and subcontract management and administration with the Federal Government required (pre-award, award, closeout).
Expert knowledge of the FAR, DFARS, GSA Schedules, GWACs, and IDIQ vehicles required. Strong understanding of subcontract types.
CPCM Certification or equivalent strongly preferred. Construction experience a plus.
Knowledge of CLM systems or database systems. Experience with JAMIS preferred.
Knowledge of Project Management and proposal development.
Thorough understanding of contract auditing aspects (both DCAA and DCMA).
Excellent communication, organization, and interpersonal skills.
Strong attention to detail.
Strong understanding of the subcontract lifecycle and documentation requirements.
Ability to work with minimal guidance and supervision.
Proficiency with Microsoft Office Suite of tools, including SharePoint.
Ability to work independently and remotely within a team environment and with a customer service focus.
U.S. citizenship preferred.
Government experience is a MUST. They need to know government contracts. Certification in CPCM or equivalent (ex DAWAI, GS1102). A construction background is a huge bonus. Someone who has worked for the government before is helpful. 10 plus years experience. Fully remote. This will be for 2 years.
