Job description

The ICF Restoration Team is currently seeking a Restoration Engineer for our Pacific Northwest Branch. ICF's PNW Branch Restoration Team provides technical analyses and designs stream restoration and wetland mitigation projects throughout Washington, Oregon, and California. The main PNW Branch offices are located in Seattle, WA and Portland, OR and these offices would be the preferred location for the selected candidate's home office, however offices located in Northern CA would also be considered. Additionally, depending on the candidate's professional experience and work location preference, the home office may be one of ICF's other west coast offices or a work-from-home arrangement. The ICF Restoration Team includes over 20 individuals that collaborate to deliver rewarding projects, carrying designs from conception through construction and multi-year monitoring. We are currently expanding our team working on riverine and estuary restoration designs and construction oversight for projects underway in Puget Sound, Washington, the Columbia River Basin, the Sacramento-San Joaquin Delta, the Upper Santa Ana River near Los Angeles, and the Otay River in San Diego.
The Restoration Engineer will be an integral member of a multi-disciplinary team providing habitat restoration planning, design, permitting, and construction assistance services to a variety of clients including federal agencies, state and local governments, Tribes, and non-profit organizations. The Restoration Engineer will perform a hands-on role in the design and implementation of aquatic and riparian habitat restoration and wetland mitigation projects. This will include being project manager and the engineer of record for projects corresponding with the Restoration Engineer's experience and knowledge.

For projects that are primarily engineering design work, the Restoration Engineer will be the project manager and expected to effectively lead the ICF project team and be the primary point of contact with the client.
We work on projects located throughout the west coast states, requiring collaboration across ICF offices. Collaboration typically occurs through phone calls and virtual meetings, with occasional in-person meetings at other west coast offices. A successful candidate must be willing to undertake periodic short-term travel (normally 1 or 2 days, rarely more than a week) to project sites to participate in meetings, perform data collection tasks and provide construction observation services.
Key Responsibilities
Key responsibilities for this position will vary between being performed as directed by a senior team member and being performed as the team leader responsible for determining approach and methodology. The level of responsibility will depend on project complexity and the Restoration Engineer's experience and knowledge. Tasks include:

  • Collect data at project sites, including being a survey party chief for topographic surveys.
  • Analyze basin hydrology and stream hydraulics, including being responsible to determine the most appropriate methods for the specific project. The Restoration Engineer will be expected to be able to adapt to learning and implementing new methods and computer programs when requested to do so by the client or when necessary for project conditions.
  • Design entire projects that include bank protection, instream grade control, fish passage structures at roadway crossings, side channels, dike breaches and large woody material habitat structures.
  • Prepare construction plan sets, specifications, and cost estimates using the client's preferred format. This will include personally preparing the documents and directing the work of Restoration Designers, whichever best fits the specific project.
  • Support obtaining environmental permits for project construction.
  • Write portions of technical reports documenting the design approach and calculations.
  • Effectively communicate engineering technical details in project correspondence with non-engineer team members.
  • Provide construction assistance by reviewing contractor submittals and explaining design elements when requested by clients.
  • Participate in business development activities.

Basic Qualifications
  • Bachelor's Degree in Civil or Environmental Engineering:
  • 3 or more years of experience designing stream restoration, wetland mitigation, or water resources projects that involve constructing project elements in rivers and creeks.
  • 3 or more years of experience using AutoCAD or Microstation to draft construction plan sheets.

Desirable Skills/Experience
  • Second Bachelor's Degree or Master's Degree in any field of study related to Stream and Aquatic Habitat Restoration processes or fish biology.
  • Licensed as a Professional Engineer in Washington, Oregon or California, or ability to become licensed as a PE within 1 year of hire.
  • 5 or more years of experience surveying sites with traditional survey equipment or RTK GPS.
  • 5 or more years of experience developing hydrologic and hydraulic numerical models.
  • 5 or more years of experience designing stream restoration projects in WA, OR, or CA.
  • 5 or more years of experience using AutoCAD Civil 3D or Microstation/In-Roads.
  • Experience using ArcGIS.
  • Understanding of environmental regulatory processes in WA, OR, or CA.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$77,412.00 - $131,600.00
