Working in a creative and fast-paced environment, the senior Program Analyst will provide support in project management, business process development, and risk management for one of USAC's core four programs to help reduce waste, fraud, and abuse by ensuring excellent program integrity, compliance and risk management
Responsibilities
Apply best practice project management standards to significant program initiatives to ensure milestones are met on time, and associated processes are efficient.
• Collaborate with various internal teams (i.e., IT, stakeholder engagement, operations, etc.) as well as external vendors and consultants to manage timelines and address challenges.
• Drive business process development and improvement, including establishing strong internal controls. Design new processes and recommend improvements to existing processes, assist in implementation, and create a structure and culture of continuous process improvement across all teams.
• Support management and process owners in the documentation of policies, procedures, job aids, and process flows for manual and automated processes.
• Serve as a subject matter expert of USAC's programs who can inform critical decisions regarding operational challenges, interdependencies, vendor performance, business requirements, etc.
• Track operational metrics, update design and business process alignment and monitor progress against performance indicators to ensure project delivery of viable solutions.
• Identify business process improvements to advance USAC's operational efficiencies and regulatory compliance. Responsibilities include but are not limited to:
o Assessing current procedures for areas of risk or inefficiency.
o Researching regulations on which to base business processes.
o Creating and executing plans for operational improvements.
• Implement a plan and standard practices to manage program risk.
• Contribute to compliance related activities including appeals, complaints, and whistleblowers, with an eye towards building solutions into business processes. Ensure audit findings are completed, closed and documented by FCC and USAC management requirements and the agreed action plans.
• Ensuring that risks are appropriately identified and mitigated by the organization and division
In addition to having excellent writing skills, the preferred candidate should have experience:
- Preparing professional reports and briefings that are presented to various sized groups and level of leadership
- Setting and adjusting short-term priorities, and preparing schedules for completion of work
- Researching improved business and management practices to determine the impact on program operations
- Meeting deliverables in-line with operational targets,
- Ensuring quality controls, project schedules, and project objectives are met.
- Compose clear, concise, and grammatically correct reports and letters
- Provide suggestions and recommendations for revisions, to your peers, to identify additional work needed or necessary for consideration, and/or make clarifications that would enhance the quality of a report or appeal

About You
The successful candidate will excel at operating in a diverse and fluid environment and will be crucial for the success of the Rural HealthCare
- Bachelor Degree and/or relevant technical training and certifications.
- Two years of relevant professional-level work experience may be substituted for one year of required education
- Five (5) to Seven (7) years of directly related experience.
- One (1) to Two (2) years of operational and/or technical years' of experience.
- Proactive and highly organized, with high attention to detail and follow through with the ability to handle multiple, complex tasks and establish priorities.
- The ability to work independently without significant guidance and be able to exercise good judgment, knowing when to escalate issues appropriately and make informed business decisions.
- Excellent analytical and proven problem-solving skills.
- Demonstrate strong interpersonal skills and have strong verbal and written communication skills, with experience communicating with all levels of employees.
- The ability to identify, implement, and drive continuous process improvement.
- Proficient in the Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Visio)
