Senior Medical Research Coordinator (FOPR 23-11 Airman Systems Directorate Senior Medical Research Coordinator Support)

Introduction:

The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.

Description of Services:

The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order. The contractor shall support the conduct of research to address current En Route Care (ERC) operational needs and MAJCOM-identified capability gaps. The contractor personnel shall interface with 711HPW/RH leadership and staff, 711 HPW Staff, as well as USAF experts and consultants in this field.

Mandatory Qualifications:
 
  • The contractor employee shall possess a Bachelor of Science degree in science, engineering or related field with a minimum of six years of medical research coordinator experience including demonstrated experience with all tasks below.
 
  • The contractor employee shall have demonstrated experience with a strong project/program execution background, including experience working with US Government organizations.
 
  • The contractor employee shall have knowledge of regulations and policies and demonstrated experience supporting human-subject research, including Institutional Review Boards (IRBs), CITI training and technical reporting: obtain and maintain applicable IRB, HRPO, IACUC, IBC, MOU, data sharing agreements and provide auditing trails to assure protocol compliance; identify problems and/or inconsistencies and monitor subjects’ progress.
 
  • The contractor employee shall have an exceptionally high capacity for working autonomously and performing assigned tasks with minimal supervision and shall have demonstrated competency and effectiveness in working with inter-professional teams.
 
  • The contractor employee shall possess the ability to effectively collaborate and communicate with research colleagues, medical professionals, DoD employees, and government officials, as well as civilian researchers in academic and clinical settings on research execution and translation.
 
  • The contractor employee shall have the ability to organize and manage projects related to ongoing research efforts, assist the Core Research Area Lead and Program Managers in dealing with challenging technical issues, collaborate with Principal Investigators (PI), and independently perform assignments based on general guidance, and possess excellent interpersonal communication, written and verbal, skills.
 
  • The contractor employee shall be a self-motivated individual who possesses an enthusiasm for developing innovative solutions in a rapid development environment, an understanding of process-based approaches to research and development, and a thorough
    attention to detail ensuring that tasks are accomplished in a complete, precise, and accurate manner.
 
  • The contractor employee shall possess proficiency with clinical databases and Microsoft software programs, such as Excel, Outlook, PowerPoint, Word, and Access.
 
  • The contractor employee shall maintain any required licensures/certifications including CITI training.
 
  • The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. NDA shall be provided to the Government Program Manager by start of performance.
     

Highly Desired Qualifications:

Master’s degree in human factors, human performance, or systems engineering.

Tasks:
 
  • The contractor employee shall assist with research coordination support of scientific based ERC research.
 
  • The contractor employee shall coordinate medical R&D across multidisciplinary fields including human performance, force health protection, and En Route Care. The employee shall assist in the development of research plans, programs, schedules, execution strategies, product development and transition by coordinating the efforts of multiple stakeholders, within available resources, to meet R&D requirements in a fully integrated, seamless manner.
 
  • The contractor employee shall work directly with section, branch and division level leadership to aid in development, coordination and communication of research and product development execution strategy across the three multidisciplinary product development fields. The employee shall interact directly with internal technical and laboratory leadership personnel, multiple Principal Investigators (PIs), Program Mangers (PMs) and research teams as well as with members of the broader AFRL, as necessary. The employee shall participate in both leadership-level and working-level meetings to
    maintain concurrence and cultivate broad knowledge of R&D efforts across the enterprise.
 
  • The contractor employee shall assist leadership personnel, product area technical chain, transition product managers, and research teams to identify complimentary or overlapping efforts, convey customer/user requirements, identify resourcing needs, and opportunities for synergy or collaboration both within and external to the enterprise.
 
  • The contractor employee shall communicate with R&D customers and stakeholders to accurately convey requirements, current project status, current & planned resourcing, timelines, financial budget obligations including generation of communications materials (plans, briefings, memos, reports).
 
  • The contractor employee shall assist in the formal request, collection, consolidation, generation, submission, and tracking of formal proposals submitted by the product areas teams in response to both internal and external calls or solicitations.
 
  • The contractor employee shall develop, collects, organize, catalog, disseminate, and maintain appropriate files and information necessary to coordinate the efforts of multiple research teams among and across the specific product areas (3 portfolios, 10+ teams, 50+ researchers).
 
  • The contractor employee shall generate and maintain weekly/monthly/quarterly status updates on all research efforts for cost, schedule, and technical performance metrics (i.e. milestones, deliverables).
 
  • The contractor employee shall assist and participate in technical integration and strategic process planning activities in support of the overall product line’s framework to deliver technology.
 
  • The contractor employee shall act as a liaison between various stakeholders (PIs, researchers, leadership, etc.) to coordinate research both across, and external to the enterprise.
 
  • The contractor employee shall maintain cognizance of applicable external research efforts (government, academia, and private sector) and current industry “state of the art” to aid in effective research coordination.
 
  • The contractor employee shall assist as a deputy product area lead (PAL) to effectively and efficiently facilitate the execution of the respective product area portfolio strategies through both verbal and written communications.


Base Support:

The contractor shall be provided workspace furniture and equipment, routine office/laboratory supplies, computer hardware and software necessary to perform tasks described in this performance work statement. The government will also provide telephone service and access to a fax machine and a copier as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor shall comply with local, AF and DoD policies.

 Place of Performance:

Work shall be accomplished at 2510 Fifth Street, Bldg. 840, Wright-Patterson AFB, OH 45433-7913 beginning on 5 June 2023. Temporary alternate work locations, including remote telework, may be assigned as circumstances dictate by the Government. Telework schedule is anticipated to be fluid in order to support PWS tasks driven by 711 HPW/RHB research schedule.

Work Schedule:

Work schedule is normally Monday – Friday, 7:30 AM – 4:30 PM EST; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.

U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.

Travel:

Contractor will be required to travel when authorized to participate in customer business line related travel, to include meetings and conferences, to fulfill respective mission goals. Such travel will only be as directed and coordinated through the Government two weeks in advance of all contractor travel in order to obtain proper authorizations. The specific travel locations, duration, and number of trips will be upon direction of the Government without modification to the task order, as long as adequate travel funding is available in accordance with the resulting task order. When travel is identified, the contractor shall provide an estimate of all travel costs by location, broken out by item, to the Reef Systems’ Program Manager and Government for review prior to travel.

SECURITY:

All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16- 1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.
