Job Description

Under direction, the incumbent performs advanced professional level duties in the areas of Employee and Labor Relations (ELR). The Senior Human Resources Analyst may serve as lead to a team of Human Resources Analysts and support staff.

Essential duties:

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1.  Provide advice, consultation, and information to department managers, supervisors, and employees regarding discipline and related human resources rules, policies and procedures.

2.  Conduct investigations on employee relations complaints, issues of employee misconduct, whistleblower complaints, and failure to accommodate.

3.  Conduct disciplinary hearings and write Skelly decisions.

4.  Identify, research, recommend, decide, and negotiate resolutions to issues pertaining to employee relations.

5.  Foster and maintain a collaborative and effective relationships with the Human Services Agency (HSA) stakeholders.

6.  Provide comprehensive and accurate advisory services in all areas of employee relations.

7.  Exercise independent judgement in developing an approach to completing assignments and leading responsibilities.

8.  Prepare professional and technical reports, correspondences, and memos in the areas of employee relations and labor relations.

9.  Administer provisions of the Employee Relations Ordinance and various labor contracts.

10. Respond to grievances and represent HSA during arbitrations.

11. Meet and confer with employee organizations.

12. Participate as a member of a bargaining team during labor contract negotiations.

13. Participate in or play a part in alternative dispute resolution.

14. Make presentations to boards and commissions.

15. Gather, compile, prepare, review and maintain important personnel information, data, reports, and records.

16. Facilitate or conduct training on a variety of employee and labor relations matters.

Qualifications

1. Education: Possession of a baccalaureate degree from an accredited college or university;

AND

2. Experience: Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

Substitution:

Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

Experience Substitution- Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.

Experience Substitution- Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

Selection Procedures

The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates’ job-related knowledge, skills and abilities in an oral interview, which may include a written or performance exercise.

Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to continue in the selection process. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.
