Job description

The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals.

 

Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Senior GFF/World Bank and Multilateral Technical Advisor in USAID's Global Health Bureau under GHTASC.

 

The Senior GFF/World Bank and Multilateral Technical Advisor will primarily support the USAID Office of Maternal Child Health and Nutrition (MCHN) as a PHI Institutional Support Contractor (ISC). In this role, the selected candidate will serve as a focal point and the technical secretariat for 1) The USAID GH Bureaus’ engagement with the World Bank and Global Financing Facility (GFF); 2) Engagement with bi-lateral, multilateral, UN and philanthropic organizations related to the GFF; and 3) Serve as Focal point to advance USAID Reproductive, Maternal, Newborn, and Child Health, Adolescent Health and Nutrition (RMNCAHN) alignment and investments in key USAID Priority PCMD countries.  

 

The Senior Advisor will be located in the Office of Maternal Child Health and Nutrition (MCHN) and will support senior bureau leadership.  Through creation of a collaborative platform, the Advisor will convene and coordinate the work of USAID technical teams advancing RMNCAHN efforts under the GFF framework; increase GFF, USAID and donor alignment efforts in key countries; and provide GH strategic direction and technical development support for GFF-related health measurement and data analytics.

 

The Senior Advisor will provide support to senior agency leadership, coordinating and facilitating communication and collaboration among GH internal and external stakeholders on maternal and child health, family planning and nutrition, infectious diseases, health systems, and other related strategy, programming and financing. The Senior Advisor will appropriately engage units in GH, USAID missions, regional bureaus, Bureau for Policy, Programming and Learning, and the Department of Treasury to leverage the resources and influence of the World Bank, GFF, and other relevant multilateral funding mechanisms to align investments to most effectively advance health and development.  The Senior Advisor will coordinate with monitoring, evaluation, and learning experts and other relevant technical staff including program managers across USAID and the GFF/World Bank partnerships at central and country levels to improve capacity to use and analyze data for programmatic decision-making and to assess progress of the GFF mechanism.


Agency-Wide Technical & Policy Resource 60%

 

As an expert coordinator and technical authority on complex and precedent-setting policy, program, and financing issues, develop policies, strategies, and plans to support USAID programmatic engagement with the World Bank/GFF. Expert strategic engagement with USG World Bank representatives (USAID/PPL, Treasury, and USAID/GH P3) and other relevant stakeholders to inform strategic planning and policy directions in the broader GFF negotiations. The GFF expert will also serve as a technical resource on USAID’s primary health care initiative.  

  • Support the Global Health Bureau leadership in strategic engagement with multilateral funding mechanisms, focusing on the World Bank/GFF and aligning investments that support primary healthcare systems. Support and assist the principal USAID representatives serving as members of the World Bank GFF Investors Group and other relevant multilateral-related leadership forums, liaising with other development partners and country government representatives as needed, and taking on other related responsibilities on an as-delegated basis.
  • Advance the work of GH Bureau leadership to inform and coordinate with the USG interagency on the World Bank/GFF strategic investments and goals. This would include drafting of briefing materials and background documentation, preparing additional informational materials and reports as necessary. The Senior Advisor is also expected to proactively identify new issues that may arise, provide advice to bureau leadership, participate in forums, and organize USAID’s response to these issues.
  • Contribute to the GFF’s development plans, implements policies, and guidelines affecting broad, emerging, and/or critical approaches to data collection, analysis, use and visualization for GFF advancement and results reporting.
  • Engage in knowledge management to document best practices of country level engagement of GFF and USAID.
  • The GFF Technical Advisor would maintain technical alignment with future GH primary health care initiative efforts, as it relates to tracking of activities and effective engagement with the World Bank across USAID, other international agencies, bilateral, and philanthropic organizations on development of strategy, financing plans, standards on specific aspects and coordination approaches.
  • Coordinate efforts across GH, with regional bureau RMNCAH colleagues, and with USAID Mission counterparts to foster and advance technical collaborations with WB/GFF at the Secretariat level and at country level.
  • Liaise with USAID colleagues, World Bank counterparts within the GFF secretariat, other World Bank HQ operating units and country-specific Task Team Leaders to track and align program investments including primary health care within specific countries through grants, loan cycles and World Bank, GFF and other trust fund related design and implementation responsibilities.
  • Liaise with the World Bank, GFF Secretariat and other relevant operating units at the World Bank on technical and programmatic issues, including identification of opportunities and mobilizing for USAID involvement through participation in World Bank planning at global and country levels.
  • Serve as a convenor and rapporteur for cross-GH/and/or Agency technical working groups related to the World Bank/GFF to ensure coordination, communication, and efficiency of effort that advances USAID health and development objectives.
  • Participate in, and contribute to, specific time bound technical working groups on World Bank, GFF Secretariat and GH primary care initiatives relevant to maternal and child survival, family planning/reproductive health, and other related analytical activities/areas.
  • Exercise independent judgment as a liaison with other USG Agencies, donor organizations, multilateral banks, PVOs, U.S. universities, and professional organizations to coordinate their efforts with USAID programs, policies, and approaches related to the World Bank and GH primary health care initiative.
  • Contribute to formulating and reporting on Agency positions, and development of communication materials on World Bank and GFF issues. Together with the GH communications team, prepare communication materials, slide decks, and briefing notes for updates to USG interagency stakeholders, congressional staffers, NGO/PVOs, the private and philanthropic sectors, and other stakeholders.   
  • Provide technical assistance to the WB/GFF committees, GH, and USAID missions in the development and implementation of methods, technologies and approaches to measure and monitor GFF programs and collect, analyze and use data.

Program Planning and Management 30%

  • Participate in the development and documentation of long-and short-range planning efforts and contribute to reports and presentations on World Bank, GFF, and IDA, -related USAID program planning and evaluation.
  • Advise on the formulation and implementation of plans to improve program policies, practices, methods, and organizational structure. Assign responsibilities for carrying out objectives, coordinate and direct the work among GH and USAID mission organizational units involved in GFF and Primary Health Care initiatives, set performance targets and resolve differences where required. Adjust progress schedules and priorities to meet new requirements or unforeseen situations.
  • Advise on the annual review of operations and cost allocations, and the maintenance of performance standards for the engagement with the World Bank/GFF.
  • Assist Missions in developing complementary financing mechanisms in support of country-level GFF and related investment cases; Support Missions in developing monitoring and evaluation plans for USAID GFF-related investments. Maintain databases and country trackers to compile information and data on benefits gained through investing in the GFF.

Program Advice and Guidance 10%

  • Provide technical guidance and coordinate GH efforts to address the most challenging World Bank, GFF, and GH Primary Care initiative management issues as they relate to USAID programming. Maintain close contact with headquarters, field centers, and international partners that engage in World Bank/GFF programming.
  • Participate as a presenter in national and international seminars and symposia relating to fields of expertise in public health program management.
  • Perform other duties as assigned.

 


 

Qualification Requirements:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required

 

Minimum Qualifications: 

  • Master’s degree in public health or related social science field with 10 years of relevant experience, bachelor’s degree with 12 years of relevant experience, Associate’s degree and 14 years of relevant experience, OR High School graduate and 16 years of relevant experience
  • Minimum ten (10) years’ experience in multilateral or bilateral related work with at least three to five (3-5) years’ experience in resource challenged settings.

Other Qualifications:

  • Background in health policy, financing or economics is preferred.
  • Demonstrated broad experience working on health financing, monitoring, evaluation research, and learning (MERL), and data use, preferably focused on aspects of Reproductive, Maternal, Newborn, and Child Health and Nutrition or related areas.
  • Familiarity with USAID including understanding of country level bilateral program, preferred.
  • Excellent interpersonal and communication skills.
  • Excellent analytical and written and oral communication skills including public speaking.
  • Demonstrated technical leadership, policy experience, and problem-solving skills working on and providing expert coordination of complex projects in a highly sensitive environment.
  • Experience as a negotiator, meeting facilitator, and prior experience working with stakeholder constituencies, preferred.
  • Demonstrated understanding of the World Bank and multilateral and bilateral donor engagement processes.
  • Demonstrated ability to work in a multi-site and multidisciplinary team-based organizational structure, including partners and other collaborators, preferred.
  • Demonstrated ability to organize workload, respond to multiple demands, and meet short deadlines.
  • Demonstrated flexibility and openness in responding to changing work priorities and environment.
  • Ability to work well in a culturally diverse and team-based environment.
  • Ability to travel internationally for up to 20% of the time.
  • US citizen or US permanent resident with the ability to obtain and maintain facility clearance.

Full salary range for this position: $129,740 to $195,000 per year. The starting salary is determined based on the candidate’s knowledge, skills, experience, as well as budget availability.
