SUMMARY
This position has oversight of Ryder's Regulatory Compliance Department. This position is responsible for the supervision, training and development of direct reports.
The role of the Regulatory Compliance Manager is to stay abreast of all federal regulatory changes. Assist the Legal, Human Resources and Safety Directors on the impact of any changes that could affect Ryder's field operations. Assist Legal, Human Resources and Safety Directors on implementing any necessary changes to stay in compliance with any new regulatory requirements. Other responsibilities include researching and responding to questions from Legal, Human Resources and Safety Directors and Vice Presidents regarding regulatory compliance.

The Regulatory Compliance Manager also defines appropriate work flows within the department to ensure centralized records are properly maintained, analyzes compliance data to assist Legal, Safety and field management in improving Ryder's overall compliance results, follows up on compliance issues and participating in various conference calls, interdepartmental team efforts and projects relating to technology improvements.

The position work schedule is projected to be first shift hours, Monday-Friday. Occasional second shift hours will be expected for trainings and safety orientations.

ESSENTIAL FUNCTIONS
Managing all aspects of Ryder's compliance with the Federal Motor Carrier Safety Regulations (FMCSR), Federal Transportation Authority (FTA), Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA), Federal Aviation Administration (FAA), Canadian Ministry of Transpiration (MOT), and the Canadian National Safety Code and State / Province regulatory requirements.
Participate in the development and implementation of Ryder's policies, procedures, best practices and improvement efforts applicable to all three of Ryder's transportation companies; Ryder Integrated Logistics, Ryder Truck Rental and Ryder Truck Rental Canada.
Conduct DOT related due diligence for acquisitions and mergers.
Handling, coordinating and responding to any Department of Transportation & Ministry of Transportation (Canada) compliance inspections.
Track and assist Ryder's Safety group on all three (3) DOT numbers monitored by the DOT's CSA Program.
Monitor and maintain Ryder's MCS-150(B) operating authority with the Department of Transportation for all three (3) of Ryder's companies.
Tracking field State DOT & Province MOT compliance audits and compiling overall company results.
Assists Ryder's business units in the preparation for and conduct of federal and state Department of Transportation audits, inspections and inquiries. Seek to achieve 100% compliance following DOT audits and inspections, resolve all inquiries and comply fully with established company policies and practices.
Providing compliance resources for litigations, charges of discrimination or investigations to Legal, Human Resources and Safety Directors.
Conduct facility assessments, inspections and audits to ensure compliance with regulatory, permit and company requirements. Partners with operations to ensure that corrective and/or preventive measures are taken.
Designs training for all levels of employees & ensures personnel training and corrective action follow-up are taken.
Investigate and/or follows up on any questionable documentation (DQ files), accident claims, working with Legal, Risk Management and Human Resources

ADDITIONAL RESPONSIBILITIES
Maintaining Ryder's Department of Transportation Satisfactory safety rating
Maintaining Ryder's Commercial Vehicle Operator's Registration (CVOR Canada)
Monitor Drug and Alcohol regulations that apply to Ryder's regulated employees, (driver and safety sensitive positions)
Monitor and analyze all Drug & Alcohol positive results Ryder reports and DOT inquiries
Assisting Ryder's Due Diligence group
Assisting in accusations and integration teams
Compliance with Ryder's internal compliance with Legal, HR, Safety, Health & Security procedures
Securing the Hazardous Materials Safety Permit (different from annual Hazmat permits)
Supporting Ryder's Talent recruiting group on prospective regulated employees
Compliance with Canadian regulatory agencies
Manage the maintenance of the accuracy of the DOT CSA/SafeStat online profile as investigated, challenge CSA/SafeStat inspections with the State that are assigned to and not represented as a driver or vehicle within the Ryder fleet
Review of all DOT inspections and motor vehicle citations as received on Ryder drivers or equipment, assigning/identifying locations, counseling facility managers about inspections, tracking and recovering all missing inspections, signing and mailing the inspections back to the appropriate state and providing management reporting of the all incidents
Counsel safety and facility management on Hazmat related policies and procedures
Performs other duties as assigned.

EDUCATION
Bachelor's degree Transportation, Logistics, Supply Chain Management (preferably) or 8-10 years work related experience, or an equivalent combination of work experience & education.

EXPERIENCE
Seven (7) years or more experience 5-7 years of expert knowledge in Federal Motor Carrier Safety Regulations (FMCSR), Federal Transportation Authority (FTA), Federal Aviation Administration (FAA), Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA), State regulatory requirements, Canadian Ministry of Transportation (MOT) and the Canadian National Safety Code
Seven (7) years or more experience 5-7 years of DOT fleet and/or general industry management experience
Seven (7) years or more experience Must have quality control and systems monitoring experience
Seven (7) years or more experience Customer Service experience
Five (5) years or more experience in a management role
Five (5) years or more experience monitoring, analyzing data and evaluating effective internal programs
