Rotary Wing Mechanic Supervisor

The Washington State Department of Natural Resources (DNR) is looking for an Aircraft Mechanic Supervisor for Rotary Wing to join the DNR Air Operations Team for the State of Washington’s largest firefighting department. The purpose objectives of the Aircraft Mechanic Supervisor-RW is to provide direction, mentorship, standardization of maintenance, and supervision of the DNR’s Helicopter FAA helicopter Lead and Mechanics/Inspectors. The Aircraft Mechanic Supervisor-RW reports to the DNR Wildland Fire Management Division’s Aviation Program Manager and is the statewide expert on all items related to Rotary Wing aircraft maintenance and return to service authority.  In Olympia DNR Maintenance Hanger and field position in Olympia Washington at the Olympia Airport.

Duties

Responsibilities:

  • Leads the DNR’s Aircraft Rotary Wing Maintenance Section;
  • Establishes maintenance and inspection programs and schedules;
  • Develops, reviews, updates, and gains approval for the WA DNR Maintenance Operations Manual to document department maintenance policies from guidance set forth in U.S. Army, I.C.A.P, OEM, State Directives & Policies, FEPP PAO aircraft maintenance and FAA direction for Civil aircraft maintenance operations;
  • Responsible for the development, implementation, and oversight of the DNR’s Rotary Wing Aircraft Maintenance program and schedule for Civil and Public Aircraft Operations (PAO);
  • Enforces safety, PPE, and HAZMAT rules and regulations;
  • Provide Fixed Wing Shop lead with guidance and direction on a scheduled maintenance program for implementation;
  • Ensures aircraft, engine, and all associated aircraft parts are properly tracked for inventory, times, dates, RINs, service, and condition for aircraft use IAW appropriate guidance and regulatory compliance;
  • Maintains aircraft and engine records in accordance with WA DNR MOM;
  • Coordinates and documents training programs for Rotary Wing Shop Lead;
  • Coordinates with the Automation Coordinator and implements automated maintenance program;
  • Provide oversight on the shop floor for daily scheduled workflows;
  • Responsible for all assigned DNR aircraft tools, parts, inventory, aircraft, vehicles, and facilities assigned to the Aviation Maintenance Section;
  • Trains, develops, supervises, and mentors all mechanics;
  • Develops budget projections for aircraft maintenance, expansion, reserves, parts, payroll, travel, training, and facility needs as it pertains to the maintenance section.
  • Coordinates and works within the guidance set forth by OFM/DES in parts/services procurements and purchases working with assigned contract specialist
  • Serves as the DNR’s liaison to the FAA, OAS, USFS, Local agencies, vendors, and other aviation partners in regard to Rotary Wing Aircraft Maintenance;
  • Provide daily aircraft status during the fire season in a timely manner;
  • Serves as the DNR’s Subject Matter Expert for Rotary Wing aircraft maintenance;
  • Serves as the DNR’s Aircraft Return to Service Authority for the Rotary Wing department and vendor aircraft.
  • Assist Fixed Wing maintenance section as time allows.

Qualifications

Required Qualifications: 

  • High school diploma or equivalent.
  • 5 years experience operating as an FAA Qualified Airframe and Power Plant Mechanic or higher maintenance position within the last 4 years.
  • 5 years experience on Rotary Wing Turbine Aircraft as a qualified FAA Inspector Authorization (IA) actively working in the IA role.
  • 2 years of field experience maintaining Rotary Wing aircraft in a Wildfire aviation operation field environment.
  • 2 years experience operating in a Public Aircraft Operation or Military aircraft maintenance environment.
  • Demonstrated commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.
  • Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.
  • Advanced level of knowledge required to conduct daily business in the aviation program aircraft testing and diagnostic equipment; safe practices.

Special Requirements and Conditions of Employment:
  • Federal Aviation Administration Aircraft & Powerplant license (Current)
  • FAA Inspector Authorized (IA) (Current)
  • Personally Owned tools to conduct aircraft maintenance
  • About 80% of work is Aviation Hangers, and 20% is field-oriented at locations throughout the State.
  • Considerable travel may be required during fire season.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years. 
Desired Qualifications:
  • 5 years experience in an Aviation Shop environment or 14 CFR Part 145 operation.
  • Aircraft Maintenance Systems Familiarity.
  • Incident Command System Qualifications.
  • Helicopter Maintenance Experience.
  • Familiarity with Kodiak K100, P68, B206L4 and or UH-1H.
  • Bell Helicopter Factory Certification Courses.
  • Bell UH-1H intermediate level or above of maintenance knowledge and procedures.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
