The primary purpose of this position is to serve as the Command's Directorate of Intelligence. Air. Space and Information Operations resource advisor for the Operating & Maintenance (O&M) and Reserve Personnel Appropriation (RPA) funds assigned to Headquarters AFRC A2A3 Director.
Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working with functional staff to determine current and out year program requirements for assigned area(s). Reviews and validates budget data received from internal divisions, ensuring that division resource cost managers have clearly identified and defined requirements. Validates justifications for funds needed to meet planned objectives. Provides recommendations to the Director for the initial fiscal year allocation of funds to divisions. Establishes and manages subordinate divisions resource cost managers as to proposed funding and methodology used to allocate. Analyzes program. budget. and execution data, providing executive staff with accurate decision information on program resources execution and vulnerabilities. Reviews and validates generated funds management reports and related correspondence. Analyzes information and develops metrics, accurately identifying trends and/or potential problems and takes corrective actions required. Develops and/or implements changes in procedures or processes. Manages the Directorate's government travel card (GTC) program. Complies with all established rules, regulations and AF policies. COMBINATION OF EXPERIENCE AND EDUCATION
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force and AFRC operations policies and procedures and financial management methods and procedures applicable to management of resources.
2. Knowledge of organizational structures, mission and functions to perform work for management of resources.
3. Skill in oral and written communication.
4. Skill in operating management information system equipment and computer systems for collecting and dispersing fiscal and analytical data.
5. Knowledge of analytical and evaluative methods and procedures. Skill in use of desktop computer with ability to use data access and analysis tools, and in integrating extracted data into spreadsheets and briefing formats.
6. Knowledge of funds management policies and procedures and automated systems utilized for management and analysis or information pertaining to operational functions.
7. Ability to advise Director and other key personnel of financial status and changes relating to program capabilities.
8. Knowledge of the agency's Planning, Programming, Budgeting and Execution System.
9. Knowledge of POM and PCR development efforts and related tracking and coordination requirements.
10. Knowledge and skill in application of methods and techniques required to analyze and evaluate the effects of continuing changes in program plans and funding.
