Job Description
This is a highlyresponsible management position accountable for planning, organizing, anddirecting many phases of a comprehensive and diversified recruiting program.This position is responsible for the operational aspects of the centralizedrecruiting process and for ensuring the organization's goals are met throughsourcing and screening the highest quality talent. This position partners withinternal clients to develop recruiting strategies; develops and implements costeffective recruitment plans that minimize time-to-fill; provides consultationthroughout the selection process to maximize fit and retention; develops andbuilds hiring processes for a variety of levels from temporary staffing toexecutive placement.
The work requires theuse of independent judgment and initiative in carrying out day-to-day dutiesand responsibilities and while under the supervision of the SR Vice Presidentof Human Resources, work is primarily done independently with only generaloversight. This is an exempt position.
Minimum Qualifications:
Education: A Bachelor's degree in Marketing, Business or Public Administration, Industrial Relations, Human Resource Management or similar degree. Related experience may substitute for a degree.
Experience: Minimum of 3-5 years leading a recruiting function or team - preferably in healthcare or non-profit; Experience with job boards, social media recruiting, applicant tracking systems, people management, and comfortable presenting to large groups of people a must. Experience with DocuSign or similar programs highly preferred.

EssentialDuties/Responsibilities:
Manages,directs and conducts the recruiting and selection activities of the company toemploy, place, and/or transfer other staff to ensure adequate current staffingand anticipate future staffing growth. Efficiently assesses Meridian's companyand program needs with the skills and fit of the potential employees.
Activelysource, identify and evaluate potential candidates, conductinterviews/screenings and make recommendations for interviews and providesfeedback to management in recommendations for hiring decisions. Communicationcontact for candidates to discuss work preferences, employment availability,negotiation of pay rate, and other employment terms.
Determinesand/or makes recommendations for best avenues in applicant sourcing (e.g.,advertising, direct contact, employee referrals, research organizations, andjob fairs).
FullCycle Recruiting responsibilities, to include accurate and timely data input toHRIS system, to include personal data, licensure status, center drivereligibility, background screenings, etc for New Hires.
RepresentsMeridian to the community in a manner that indicates s/he is professional,knowledgeable, and aligned with the Center's mission, vision, and strategicinitiatives. Champions relations with long term sourcing pipelines such ascolleges, universities, technical or trade school, community job banks, etc.
Respondsto feedback and community concerns promptly and models customer service andteamwork for staff. Has a direct role with managing external and internalapplicant communication to ensure standards are met.
Developscontent for advertising for recruiting needs including internet postings,social media updates, newsprint and other advertising avenues. Develops content for other marketingmaterials;
Direct the internal and externalemployment campaigns for the organization.
Set up and manage theacademic recruitment effort, university relations and oversee the HR portion ofthe internship and volunteer programs.
Develop, research,analyze, prepare and present company recruiting metrics.
Coordinate the recruiting andon-boarding process, ensuring the collection of all required documentation, reviewofficial offers of employment and notify appropriate staff for scheduling forNew Employee Orientation.
Referral generation,Internet sourcing, ad placement, direct sourcing/cold calling, networking andefficient and valid screening/selection procedures.
Establish and maintain professional relationships with external vendors,agencies and with external recruiting sources (i.e.,colleges/universities, recruiting agencies, professional organizations).
Conduct research on prospects toidentify needs that we can meet, and possible business development approaches,for the Recruiting Department and other areas of HR to the extent thatcross-selling is feasible.
Assist the SR VP of HR withdeveloping the department's business plan and help keep the department'smembers on track to carry out their marketing activities, and ensure thoseactivities are coordinated with other, complimentary activities in other areasof HR.
Designand implement a cost effective recruiting and sourcing plan through innovativestrategies such as social media. Responsible for the development of center-wideadvertising for all recruiting needs including advertisements, networking andsocial media.

TheRecruiter timely completes all courses assigned through My Learning Point orattends all live assigned courses when scheduled. (Target 98%} Attends meetingsas scheduled and is well prepared for relevant discussions.
Assist in developing and managingannual recruiting expense forecast and budget. Monitor and maintain advertisement, agency, anddepartmental expense data for tracking and reporting, as well as editingrecruiting efforts weekly to meet needs.
Willbe responsible for several ad-hoc or special projects throughout the yearfocused to enhance and streamline Recruiting best practices in line withMeridian's Strategic initiatives. Works proactively with otherscross-departmentally to develop more efficient department work flow, proceduresand processes and to identify where improvements can be made.
Performother duties as required to meet program and departmental goals and strategicobjectives or as assigned by the SVP/CHRO.
Knowledge,Skills, Abilities:
Knowledge of staffing industry rules and regulationsand Medicare guidelines preferred. Requires strong work ethic, discipline,extreme organizational skills and the ability to cold call new accounts,create, develop and nurture relationships. Considerable skill in interviewing techniques knowledge ofHuman Resources laws and regulations regarding recruiting and selectionpreferred. Extensive knowledge of information technology applications torecruitment. Must be a proactive self-starter and strategic thinker who cantake ownership of their responsibilities and see them through with minimaloversight. Be proficient at Microsoft Word, Excel, PowerPoint, and generalinternet research.
