Job description

This position manages the planning and delivery of recreation programs and operations of recreation facilities in a manner that addresses community needs while making effective use of community resources. The principal function of an employee in this class is to ensure safe, clean, and effective recreation areas, facilities, and operations. The work is performed under the direct supervision of the Recreation Manager, but extensive leeway is granted for the exercise of independent judgement and initiative. Supervision is exercised over the work of employees assigned to the Recreation Division including, full-time, part-time, and seasonal employees. The nature of the work performed requires that an employee in this class establishes and maintains effective working relationships with other City employees, outside contractors and the public. The principal duties of this class are performed in both a general office environment and an outdoor work environment.

  • Graduation from an accredited college or university with a bachelor's degree in Leisure Studies, Parks and Recreation Administration or a related field; and
  • Considerable experience in recreational facility operations or program planning and delivery; and
  • Considerable supervisory experience; or
  • Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.

  • Candidates for positions in this class must pass a post-employment offer physical examination and drug screen.
  • Possession of a valid Iowa driver's license or evidence of equivalent mobility.
  • Possession of or ability to obtain Certified Pool Operator's License within 1 year when work assignment requires.
  • Possession of or ability to obtain Certified Parks and Recreation Professional Certification within 1 year.
  • Possession of or ability to obtain CPR, First Aid, and AED certification within 1 year.
  • Hires, directs, supervises, trains, and evaluates the work of recreation personnel involved in recreation program delivery, trail and shelter rentals, special event support, facility operations and management, and customer service delivery.
  • Develops and administers city policies, reporting systems, and evaluation tools.
  • Approves recreation program and facility operation plans.
  • Supervises the bi-annual process of winterizing and spring start-up activities for pool, beach, ice arena, sport complexes, and other related facilities.
  • Inspects facilities to be utilized for programs for safety and submits work orders for necessary repairs and maintenance.
  • Prepares and submits budget recommendations, controls expenditures, and performs other financial monitoring/accounting as required.
  • Supervises, plans, organizes, coordinates, implements, and evaluates recreation programs.
  • Supervises and manages the collection of fees for activities as necessary, maintains thorough and accurate records of participants and related materials.
  • Develops, plans, manages, and implements contractual agreements with organizations and residents, and ensures compliance.
  • Promotes and enforces safety procedures.
  • Prepares reports and/or completes special projects for the Recreation Manager as requested.
  • Makes recommendations as to policy and procedure changes to enhance efficiency and effectiveness of operations.
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices, and new developments in assigned work areas.
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Performs other directly related duties consistent with the role and function of the classification.
