Effective January 1, 2023, the hourly rate range for this position will increase to $20.22 - $24.58.

The City is looking for positive, energetic, enthusiastic, flexible, and self-motivated candidates for the position of Recreation Specialist I assigned to various Recreation programs.

Position: The City's Recreation Division is seeking interested applicants willing to work 5-20 hours a week (not to exceed 850 hours in a fiscal year) in various recreation programs. The ideal candidate will be enthusiastic and possess strong organization and communication skills. A strong desire for excellence and experience providing responsible recreation programs in a diverse community is desired.

Current vacancies: This recruitment will be used to fill current vacancies in Customer Service, Park Specialist and Facility Attendant, and future vacancies in the Recreation Division that may occur while the recruitment remains active. This recruitment will remain open until staffing needs have been met.

Definition: Performs a variety of semi-skilled duties within various programs and activities of the Recreation Division; assists groups and individuals who are engaged in recreational activities and performs other related work as required.

Customer Service: Position will be responsible for providing customer service to registrants and others who interact with the Recreation Division. Duties may include data entry, answering multi-line telephones, meeting and anticipating client needs in a dynamic environment, and various other clerical duties as assigned. Strong candidates will enjoy working with people, be skilled in conflict resolution, and must have a strong desire and aptitude for providing excellent customer service. Position requires one year experience providing consistent, positive customer service and working with computers in a Windows environment.

Parks Specialist: Position will visit City parks and oversee park use and picnic reservations during the weekend hours. Administers park and rental rules while roving and providing customer service to park users. Addresses disruptive or illegal behavior by park users, perform park maintenance work of picking up litter and trash, monitoring park restrooms and performing other related duties as required. The park season runs April through October. Position requires one year experience involving public contact, exercising good judgment, tact and excellent verbal communication skills.

Facility Attendant: Position provides on-site assistance at assigned facility which includes opening and closing the facility, setting up tables and chairs, providing facility tours, answering questions, resolving problems, and assisting with audio/visual needs while ensuring building capacities, facility rules and regulations are followed. Position requires one year experience working with recreation classes, business conference-style events, and special events in a comprehensive community center environment.

Supervision Exercised and Received: Receives general supervision from senior staff. May exercise supervisory responsibilities over Recreation Leaders and program volunteers.

Essential Functions: The essential functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.

  • Assists in the organization, planning and development of various recreation programs and special events;
  • Participates in the selection of staff; provides staff training and input on performance evaluations; schedules staff according to program needs;
  • Oversees the overall safety, health and welfare of all individuals involved in the programs; supervises recreation facility site(s); prepares incident and accident reports as required;
  • Prepares required documentation related to activities and departmental requirements;
  • Plans for and requests supplies and equipment to support programs and activities; assembles supporting paperwork; assists with facility and event set up and clean up;
  • Maintains positive relationships with participants, parents and community partners; provides customer service, information and assistance;
  • Incorporates related talent or special knowledge to enhance program and activity operations;
  • Stocks, delivers, and maintains supplies in an orderly system;
  • Assists in the development and distribution of marketing and promotional materials including social media platforms and applications for programs and activities including flyers, news releases, posters and brochures;
  • Takes payments for fee-based programs and activities and provides accompanying receipts; balances cash drawer and prepares related documentation;
  • Assists in the set up and removal of equipment at special events;
  • Follows all safety rules and protocols included in the Injury and Illness Prevention Program; takes appropriate action as required to identify and correct safety hazards and report safety concerns to their supervisor;
  • Recommends and places order for new equipment; and repairs damaged equipment when needed;
  • Attends department and other meetings as required;
  • May render basic first aid assistance as required;
  • Performs required duties under the City's disaster response plan;
  • Maintains order and discipline at assigned location; enforces rules and regulations governing assigned programs; addresses disciplinary/behavior concerns of participants; administers first aid as needed; secures facilities at conclusion of events; and
  • Performs other related duties as assigned.
Specific Program Essential Functions:
Customer Service:
  • Performs data entry and answers multiline telephones; performs related clerical/office support duties;
  • Meets and anticipates client needs in a dynamic and diverse environment; and
  • Assists with document retention according to the City's retention schedule.
Park Specialist:
  • Administers park and rental rules and regulations while roving and providing customer service to park users at various City parks;
  • Performs basic park maintenance tasks such as picking up litter and trash, monitoring park restrooms and performing other related duties as required; and
  • Oversees and monitors picnic reservations and prepares weekly reports for management.
Facility Attendant:
  • Maintains facility rental documents and payment status for individual rentals;
  • Works directly with building maintenance and outside contractors in the maintenance of the building;
  • Promotes and markets facility usage and programs to the community; and
  • Provides professional customer service.

Minimum Qualifications:

Knowledge of
(for all assignments):

Principles, practices and techniques involved in assigned program;

Excellent verbal and written communication skills;

Principles and practices of customer service;

Facility management and safety;

Experience working with computers in a Windows environment;

Application of basic first-aid and lifesaving techniques; and

Cash handling.

Customer Service:

Recreational activities and ActiveNet software is highly desired.

Park Specialist:

Knowledge of Municipal code and security procedures are highly desired.

Facility Attendant:

Audio/visual equipment and setup is highly desired.

Ability to (for all assignments):

Develop and organize appropriate recreational programs for participants;

Develop interest and encourage participation in assigned recreational activity;

Be flexible and create a fun environment;

Work cooperatively with and establish good working relationships with all age groups, parents, participants, volunteers, employees and staff members, as well as the general public;

Coordinate events and supervise facility schedules;

Work independently, make sound, logical decisions and assume responsibility for a task;

Deal effectively and courteously with participants of various ages;

Communicate orally and in writing, maintaining good relations with the public;

Keep and maintain various records;

Safely manage on site facility and equipment;

Supervise volunteers, staff and others;

Set-up and maintain equipment and supplies;

Work with building maintenance and outside contractors maintaining facilities;

Organize supplies and records;

Interpret rules and regulations and apply accordingly; and

Apply principles of First Aid and Cardio-Pulmonary Resuscitation.

Experience and Education Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge and ability would be qualifying. A typical way to obtain the knowledge and abilities would be:

Education (for all assignments): High school diploma or certified equivalent (GED).


Experience (for all assignments):

One year in municipal recreation programs.

Specific Program Experience Requirements:

Customer Service: Minimum of one year experience providing consistent, positive customer service and working with computers in a Windows environment.

Parks Specialist: Minimum of one year experience involving public contact, in which good judgment, tact and excellent verbal communication skills are required.

Facility Attendant: Minimum of one year experience working with recreation classes, business conference-style events, and special events in a comprehensive community center environment.

Licenses/certifications/other requirements (for all assignments):

Must be willing to work such hours as are necessary to accomplish the job requirements; travel to recreation facilities and meetings. Classification requires the possession and continued maintenance of a valid class "C" California driver's license.

Must be 18 years of age;

Must obtain a negative TB test; and

Possession and maintenance of valid American Red Cross Standard First Aid card, Cardio-Pulmonary Resuscitation (CPR) and Automatic External Defibrillator (AED) certification.

Conditions of Work: During the course of performing the functions of this position, the employee may encounter the following conditions:

Working indoors, working outdoors, temperature changes, dust, fumes/smoke/gasses, chemicals, noise, computer monitor use, open flames, blood borne pathogens, working alone or with other individuals.

SELECTION PROCESS
