Job Description
Records Clerk/Telecommunications Operator - Police Department
 

Job Title:Records Clerk/Telecommunications Operator - Police DepartmentReports To: Chief of Police Classification: Auxiliary Wage/Hour Status: Non-exempt Days: 250 Salary: See Compensation Plan for Auxiliary Pay Plan, Pay Grade 309 Contract: None Date Revised: 11/15/2023 Primary Purpose: Responsible for maintaining all Police Department records. Process subpoenas, court documents, police reports, and traffic citations. Submit State required reports, maintain police statistics. Qualifications/Skills:Education/Certification:
  • High school diploma or equivalent.
  • Shall be licensed as a Telecommunication Operator by Texas Commission on Law Enforcement or complete the license requirements to receive a license within twelve (12) months of employment.
  • Applicants must be a minimum 21 years of age.
  • Valid Texas Driver's license.
  • Must have never been convicted of an offense above the grade of a Class B misdemeanor or a Class B misdemeanor within the last ten years.
  • Successfully complete a security clearance check
    for accessing security sensitive criminal case history information from Federal/State and Local Law Enforcement Agencies.
  • Must be able to certify with Harris County Justice Information Management System J.I.M.S.
  • Must be able to certify with the State of Texas Law Enforcement Telecommunications System (TLETS) and National Law Enforcement Telecommunication System (NLETS).
  • Must be able to certify with the State of Texas as a Terminal Agency Coordinator (TAC).
  • Maintain Texas Crime Information Center /National Crime Information Center (TCIC/NCIC) certification.
  • Must be able to become a Notary Public.
Special Knowledge/Skills:
  • Minimum Assessment Standard: Broad knowledge of MS Word and broad knowledge of MS Excel.
  • Ability to do multiple functions in a high stress environment.
  • Maintaining composure in emergency situations.
  • File maintenance skills.
  • Effective organizational, communication and interpersonal skills.
  • Ability to use computer system and learn new software quickly and efficiently.
  • Demonstrate high level of integrity and discretion while processing sensitive background information.
  • Demonstrate a high level of time management.
  • Bilingual preferred.
  • Maintain confidentiality of police related and sensitive material being processed.
  • Ability to operate multiple dispatch computers, police radio transmitting equipment and handheld electronic devices.
Experience:
  • Previous office experience preferred.
  • One (1) year or more professional experience as a public safety dispatcher is preferred.
  • Prior experience as a dispatcher, customer service representative or closely related experience is desired.
  • Previous experience in maintaining law enforcement records is preferred.
Major Duties and
Responsibilities:
Clerical Support/Communications:
  • Process and maintain police reports.
  • Process both city and county citations, notarize citations as necessary.
  • Issue ticket writing schedules for officers.
  • Process subpoenas from various courts.
  • Assist maintaining Jail Logs for both Adult and Juveniles.
  • Produce reports to both local and State government as needed.
  • Expunge records when notified by courts.
  • Maintain and submit State crime data monthly through National Incident-Based Reporting System (NIBRS).
  • Maintain and process police officers TCIC/NCIC certifications.
  • Coordinate with District Attorney's office for all requests for reports, evidence, and statements.
  • Maintain Dispatch logs.
  • Simultaneously operate various computers sand radio systems.
  • Monitor SBISD building alarm system and SBISD building camera systems.
  • Provide a constant radio and telephone contact base after hours for all mobile employees of the Operations Department and Police Department.
  • Provide officers with information necessary for them to complete their required duties during each shift including arranging for security patrol duties whenever required and closing or securing any district facility.
  • Act as a District's central information center for all district related emergencies, including Maintenance and Transportation Department operations during nonbusiness hours.
  • Dispatch outside emergency services as needed.
  • Record the communications and actions taken as per Police Department dispatch procedures.
  • Answer and prioritize all incoming emergency and non-emergency calls; collect essential information from callers; determine nature of emergency; dispatches appropriate personnel; assist callers according to Departmental policies and procedures.
  • Provide information to police or fire personnel; refer non-emergency calls to appropriate departments; enter data into division, department or similar databases; and assist walk-in visitors.
  • Enters and clears warrants and stolen articles from department to TCIC/NCIC computer.
  • Retrieves Driver's License and Vehicle Registration data from State database.
  • Distribute all updates to telecommunication system.
  • Manage the BADGE report writing program.
  • Monitor and Manage MANITOU fire alarm terminal.
  • Manage EFORCE report writing program.
  • File all reports and logs in a timely manner.
  • Creates new officer account information with EFORCE RMS & CAD system.
  • Work with Harris County's Juvenile division for Diversion Program completion.
  • Work with the District's Legal Department with open records request.
  • Run monthly reports of calls for service for data and accuracy.
  • Submit Cris Crash reports to TXDOT when needed. 
Other:
  • Operate as a Telecommunicator as assigned.
  • Must be able to work varying shifts evenings, nights, holidays, weekends, and overtime as necessary.
  • Perform other duties as assigned.
Supervisory
Responsibilities:

  • Maintain emotional control under stress.
  • Work with frequent interruptions.
  • This position requires regular in-person interaction with the public.
Physical Demands:
  • Repetitive hand motions.
  • Prolonged use of the computer.
  • Frequent sitting, stooping, bending, pushing, pulling, and lifting 25-50 lbs.
  • Moving small stacks of boxes, equipment and other Police Department equipment.
  • Ability to comprehend and execute written and verbal instructions.
  • Ability to tolerate confinement to work area for duration of work shift.
  • Ability to perform multiple duties simultaneously.
