Who We Are
The Denver Office of the Clerk and Recorder serves Denver residents through two divisions: Recording/Public Trustee and Elections. By making more than 11 million records available online and providing electronic recording, the Office of the Clerk and Recorder allows people to do business more efficiently 24 hours a day. It is responsible for managing technology to collect, preserve, and disseminate records that reflect and verify ownership, transfer, encumbrance, and foreclosure rights of all real property in the City and County of Denver. It issues and records marriage and domestic partnership licenses; administers records for elections and lobbyist information; has executive authorization to formally execute all contractual agreements within the City; and has executive and legislative authorization to formally implement and publish all policies, ordinances, and appointments in the City and County of Denver.

What You’ll Do
The Office of the Clerk and Recorder is seeking a Recording Manager to manage the recording team and the recording and marriage license programs within the Office of the Clerk and Recorder.
This is no ordinary government job! We are looking for an innovative, reliable, and energetic manager who can balance the many needs of the recording team and the recording and marriage license programs. Our ideal candidate will bring recording experience, management experience, and creativity in problem solving to the table, and will have strong attention to detail and organizational skills, and a dedication to working as a part of a management team.
Additionally the Recording Manager for the Clerk and Recorder’s office will:
  • Maintains primary responsibility to administer and interpret legal requirements for Recordings and Marriages, and issues expert level knowledge of recording land documents and issuing marriage and civil union licenses
  • Performs all core management functions for the functional and operational areas of the Recordings and Marriages programs, including developing and implementing annual division goals and workplans, assisting in agency budgets, and developing strategies to resolve complex legal issues and business needs
  • Manages a team of 7+ employees for all operations and functions of the recording and marriages programs including: Supervising, coaching and training staff; Setting and enforcing superior constituent service standards; Setting and enforcing employee performance measures; Cash handling and cash receipting management; Providing superior frontline constituent interactions; establishing staffing plans, Implements work plans for staff, based on agency’s strategic plan and employees’ annual goals
  • Oversees indexing services to ensure imaged recorded documents are accurate and complete and encoded information has been entered correctly. Establishes procedures to create an accurate computer index of the documents within our repository
  • Provides subject matter expertise and authoritative advice and guidance to the Chief Operating Officer, Chief Deputy Public Trustee, Clerk, and Deputy Clerk to develop legislative agendas, compliance plans, and strategic initiatives to ensure a robust menu of services and constituent service practices
  • Implements Policies and Procedures for the department, creating new policies and procedures (when appropriate)
  • Resolves resident issues that pertain to the recording and marriages department.
  • Represents the Clerk and Recorder’s initiatives and interests as designated at industry associations, such as the County Clerk Association and the Property Records Industry Association
  • Works with the Chief Operating Officer and the Chief Deputy Public Trustee, the City Clerk Administrator, and the Administration staff to improve constituent services, promote efficiency and transparency in work practices, improve equity, diversity, and inclusiveness in the workplace, improve accessibility of public records, initiate cost savings measures, provide cross training opportunities, increase continuous leadership improvement, and establish succession planning
  • Works with the Communication and Civic Engagement teams to promote public education and awareness of Recording and Marriage services and projects, as well as the public, other departments, other divisions, and other agencies to achieve divisional and agency-wide goals

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $96,275 - $158,854, based on education and experience. We also offer generous benefits for full-time employees which include but is not limited to:

Location
In this position you will work on site at 201 W. Colfax Ave., Denver, CO 80202 with a possibility of remote work after the employee is fully trained and passes the probationary period.
About You
What You'll Bring
Our ideal candidate will have:
  • At least 5 years of experience leading a team of diverse individuals, managing on-going programs, and providing input for and implementation of process improvements for programs
  • At least 5 years experience working in a county recording office recording land records and issuing marriage licenses
  • Strong knowledge of the all subject matter related to the recording office
  • Strong and proven experience as a leader
  • The ability to provide counseling and mentoring to staff with the goal of furthering their professional goals
  • The ability to be adaptable, to multi-task, and to foresee challenges and conflicts and solve for them in advance
  • Experience in dealing with highly confidential conversations and documents, and being able to communicate with a high degree of tact, diplomacy and discretion in dealing with sensitive and confidential situations
  • The ability to interpret and respond to inquiries quickly and efficiently
  • Intermediate to Advanced level experience in all Microsoft Office products, including Word, Excel, PowerPoint and Outlook; the ability to learn and use new software systems used to accomplish the goals of the office
Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in Business Administration or a related field based on a specific position(s).
  • Experience Requirement: Three (3) years of supervisory experience
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education
