Quality ConsultantPersonal Care in Augusta, ME
1. Overview
An overview of the work, briefly summarizing the job, the main purpose, the objectives, and the results expected.
The Personal CareQuality Consultant is contracted position that will work directly with the Office of Aging and Disability Services (OADS) and the Division of Licensing and Certification (DLC) to develop a comprehensive quality assurance and readiness plan for the oversight of licensed Personal Care Agencies related to 22 MSRA §1717. The consultant will oversee the drafting of a Request for Proposal (RFP) Solicitation to identify a qualified provider(s) to assess the readiness of impacted Personal Care Agencies who will provide technical assistance prior to the adoption of licensing and quality reporting requirements effective July 1, 2024. Once provider(s) are selected, this position will provide oversight and management of contracts resulting from the RFP. The Personal CareQuality Consultant will also be responsible for creating a process and tracking for Personal Care Agencies requests for technical assistance requests and therefore will engage with providers to improve agencies success for compliance and service delivery.
Section 9817 of the American Rescue Plan Act of 2021 (ARP) provides states with a temporary 10 percentage point increase to the federal medical assistance percentage (FMAP) for Medicaid HCBS expenditures. The temporary funding must be used by March 31, 2025 to improve or enhance Medicaid HCBS. HCBS provides critical supports and services to thousands of older adults and individuals with disabilities in Maine, enabling them to live in their homes and communities, rather than in nursing homes and other institutions.
The position can done fully remote.
2. Knowledge, Skills and Certifications
Specific qualifications needed to perform the job including, necessary licenses, knowledge, skills, education, experience, training, and technical skills.
1. Writing RFPs, Grants, or Contracts, the ability to work collaboratively and independently; with minimal direction, as well as with direct guidance: and adapt to changing needs and priorities.
2. Ability to manage mutiple competing priorities and move programs and intitiatives forward with diverse internal and external stakeholders.
3. Knowledge of programs, services, best practices, federal and state statutes, policies and funding sources that support adults with disabilities of all ages living in residentail and nursing facility settings.
4. Ability to negotiate, mediate, mitigate fiscal or programmatic challenges
5. Possess strong verbal and written skills.
6. Ability to research and develop quality and performance metrics, data, and policies
7. Ability to communicate effectively, orally and in writing.
8. Ability to develop effective working relationships with executive teams, program managers and other internal and external partners and stakeholders.
10. Knowledge of DHHS policies, procedures, rules, and regulations.
11. Knowledge of budgeting, programming, evaluation, planning, and administrative functions.
3. Duties and Deliverable (Outline of specific job duties)
Specific duties required of the resource, as well as any expected deliverables, including necessary travel expectations.
The background of well-qualified candidates will demonstrate expertise in the following areas:

  • Ability to work independently and collaboratively; with minimal direction, as well as times with direct guidance; and to be adaptive to changing needs;
  • Ability to effectively create agendas for and facilitate meetings;
  • Ability to manage multiple competing priorities;
  • Ability to communicate effectively orally and in writing, including active listening;
  • Ability to interpret policy, procedures, and data;
  • Ability to use technology-based communications (i.e., Internet, Web) and e-mail systems for effective communication and collaboration among large project teams;
  • Ability to research and develop rules, regulations, and policies for the provision of developmental, adult protective and long-term care services;
  • Ability to draft multiple rule revisions and develop proposals for alternatives when necessary;
  • Ability to consult with service providers and various officials; prepare and conduct public hearings on proposed rules;
  • Ability to work collaboratively with diverse groups and agencies, with attention to state, regional and national trends and best practices.
Ability to develop effective working relationships with the executive management team, program managers, and other internal and external stakeholders who are involved in policy and program.
4. Schedule
Summary of work schedule, including normal working hours, on-call expectations, allowed time off (which is non-billable), ability to work remote.
This is a full time 40 hours per week position.
