GENERAL DESCRIPTION:


This position operates under the direction of the Readiness and Improvement Program Manager. This position functions with a high degree of independence and initiative in the management and coordination of alerting, notification, project management, informatics, development, and implementation training for the WARN, CRT, WYTrain, Zoom, and other technological platforms utilized by PHPR, serves as social media subject matter expert, alternate PIO, coordination of Emergency Management Compact planning, coordinate volunteer management planning, Mobilization and Demobilization Planning Coordinator, develops data collection tools, serves as Health Alert Network Administrator, supports Jurisdictional Risk Assessment (JRA) activities, serves as a coordinator in the State Health Operations Center. Actively participates in the development of training, drills, exercises, cooperative agreement application, work plan, and annual reporting.

Wyoming Alert and Response Network (WARN) Administrator
  • Provide complete administration and coordination of the Wyoming Alert Response Network (WARN) alerting and notification system
  • Manage the WARN system contract, follow the contract process, migration, and transition acceptance testing of any updates or new system or platform.
  • Manage user groups and access
  • Troubleshoot the WARN system and take corrective
  • Obtain and maintain the most current contact information from external partners, and state, local, and tribal agencies
  • Conduct semi-annual reviews and updates on the alert groups
  • Develop and conduct training on the WARN system to state, local, and tribal partners
  • Send WARN / Health Alert Network (HAN) Alerts 24x7x365
  • Coordinate with state, local, and tribal partners to conduct alerting and notification drills
  • Compile and distribute alerting, notification, group, and user profile reports to partners
Communications Coordination
  • Coordinate with the PHPR Logistics and Communications Coordinators to develop, review, update, maintain, and train personnel on a PHPR Communications Plan
  • Develop, review, update, maintain, and train personnel on Essential Elements of Information (EEI)
  • Coordinate and send requests for EEI and compile and provide reports on EEI responses.
  • Develop, review, update, and maintain, the Public Health Information Line operations guide
  • Provide coordination, support, and technical assistance for the Public Health Information Line
  • Maintain PHPR website, newsletters, Facebook page, and YouTube site, and manage the dissemination of public information through social media
  • Serve as a scheduler, moderator, and trainer, and provide technical assistance for Zoom meetings and webinars
  • Serve as backup Crisis Emergency Risk Communicator
Mobilization and Demobilization Planning Coordinator
  • Develops, review, update, and maintain the Mobilization/Demobilization plan
  • Coordinate training, drills, and exercises of the Mobilization/Demobilization process with PHPR and its partners
  • Coordinate with partners to incorporate PHPR mobilization/demobilization processes into the state mobilization plan
Emergency Management Compact Coordinator (EMAC)
  • Serve as the lead EMAC coordinator for PHPR to WOHS
  • Coordinate PHPR EMAC activities to include planning, training, communications, drills, and exercises
  • Coordinate Volunteer Management Plan including updates, plan development coordination, training, and coordinating drills and exercises
  • Identify, develop, train, and review volunteer management deliverables for local and tribal jurisdictions.
Support Jurisdictional Risk Assessment (JRA) Activities
  • Serve as backup to the JRA Coordinator
  • Assist in developing, updating, and reviewing county and tribal JRA deliverables
  • Collaborate in providing training on the JRA
Backup Administrator for grant management
  • Assist in the developing, updating, and reviewing of the Administrative and Fiscal Preparedness Plan, including coordinating with unit staff, fiscal staff, human resources, and other state agencies to develop, maintain, update, and review the Administrative and Fiscal Preparedness Plan.
  • Prepare cooperative agreement spending plans for unit manager approval and submission to CDC
  • Review balance sheets monthly
  • Provide summary local and tribal fiscal reports for each cooperative agreement
  • Track match and prepare reports quarterly
  • Prepare local and tribal budget templates
  • Assist in the development, maintenance, updating, review, and coordination of the Administrative and Fiscal Preparedness plan. To include coordinating with unit staff, fiscal staff, human resources, and other state partners.
  • Backup administrator for the grant management system and Contract Reporting Tool
Serve as State Health Operations Center Situation and Documentation Coordinator
  • Provides documentation coordination and administrative support to the SHOC
  • Responsible for general information activities in the SHOC
  • Develop maintain, and updates displays, charts, graphs, and spreadsheets
  • Monitors messages posted on WebEOC, as well as other documents looking for pertinent information that can be used for situational awareness
  • Post entries to eICS and WebEOC as directed
  • Post or send out reports, guidance, or other documentation as directed


KNOWLEDGE:

  • Knowledge of standard concepts, terms, practices, and procedures within the Project Management and Information Systems fields.
  • Knowledge of concepts in database programming, design, implementation, and maintenance of database elements
  • Knowledge of emergency response


MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree
Experience:
0-3 years of progressive work experience (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist I
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist I

PHYSICAL WORKING CONDITIONS:


  • Typically, the employee will sit comfortably to perform the work, however, there may be some walking, standing, bending, and carrying light items
