This position is in the Traffic Design group as a member of a team of engineers, engineers-in-training, and project managers. The primary role of the Project Manager is to lead the project delivery team in achieving project goals and objectives through managing resources, identify and mitigating risk, and facilitating project solutions.
Duties and Responsibilities:
Develop scopes of work, schedules, and cost estimates for projects.
Facilitate and negotiate consultant procurement and manage internal and external resources to develop the project delivery team, scope, schedule, and budget.
Coordinate efforts with the project delivery team to prepare the final deliverables in the form of engineer reports and/or constructible plan sets and specifications.
Review, QA/QC, sign and seal plans and professional documents within professional expertise on projects as needed to support client requirements.
Ensure deliverables meet client's preference, Engineer Department's standards, regulatory compliance, and permitting requirements.
Evaluate and perform risk management to achieve project scope, schedule, and budget expectations.
Coordinate and communicate effectively with management, Harris County elected officials and representatives, external agencies, and with the public as necessary.
Assist with recovery efforts following local disasters to ensure Harris County has safe infrastructure following the event.
Perform other duties as assigned.

Experience:
A minimum of two (2) years of professional experience in project management and transportation engineering design, preferably in traffic signal design.
Experience in civil design software.
Knowledge, Skills, and Abilities:
Strong written and oral communication skills.
Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
Ability to read and comprehend construction documents and engineering studies.
Ability to adapt when emergency or short turnaround projects arise is needed.
Strong communications skills are a minimum requirement.
Licensure:
A valid Texas driver's license is required and ability to drive a County vehicle to various job sites as necessary.

Licensures/Certifications:
Licensed Professional Engineer (PE).
Project Management Professional (PMP) certification.
Professional Traffic Operations Engineer (PTOE) certification.
Experience:
Experience coordinating with external agencies (e.g. COH, TxDOT, etc.).
Working knowledge of Harris County Regulations, Standards, and Details.
Experience with software programs such as GIS, AutoCAD, TransCAD, VISSIM, Guide Sign, and Synchro/Simtraffic.
Language:
Bilingual in English and Spanish.

Physical Demands:
This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
Salary:
Commensurate with experience, based on 26 pay periods
Employment may be contingent on passing a drug screen and meeting other standards.
