The Project Manager role at the University of Colorado Colorado Springs (UCCS) plays a pivotal role in planning, executing, and closing various projects across the university. This supplemental position involves overseeing one of a diverse range of projects that may include business process redesign and support, research initiatives, academic programs, technology implementations, and other administrative endeavors. The Project Manager is responsible for ensuring their assigned project is completed on time, within scope, and within budget, while facilitating effective communication among stakeholders and team members. The Project Manager at UCCS works under the general supervision of the Project Management Office (PMO), reporting through the Vice Chancellor for Administration and Finance. This role requires a high degree of autonomy and the ability to make decisions within established guidelines. The Project Manager may lead or collaborate with project teams, which may consist of diverse professionals and subject matter experts. They will provide project leadership, facilitate communications, and delegate activities as necessary to meet project objectives.

Based on relevant experience, you will be tasked with supporting one of the following key projects at UCCS:
UCCS Compensation Strategy Development and Implementation: Spearheading the development and execution of a comprehensive compensation strategy to attract, motivate, and retain top talent.
Performance Management Revamp: Revitalizing our performance management system to foster a culture of high performance and continuous improvement.
Contracts Management Project Implementation: Overseeing the implementation of a robust contracts management system to streamline and standardize contractual processes.
Business Process Analysis and Standardization: Conducting thorough analysis and standardization of HR, budget, and fiscal procedures across campus to enhance efficiency and consistency.
Job Duties:
The duties and responsibilities of the position include, but are not limited to:
  • Develop and maintain project documentation, including: project management plans, project charters, stakeholder registers, project roadmaps, timelines, WBS dictionaries, and resource loaded schedules, project budgets, project risk management plans, project communication plans, RA(S)CI charts (Responsible, Accountable, Supporting, Consulted, Informed), phase gateway assessments, requirements traceability matrices, quality management plans, resource management plans, change requests, test management plans, lessons learned logs, closeout documents, etc.
  • Assemble and lead cross-functional teams for assigned projects.
  • Determine the appropriate project management method for each assigned project such as waterfall and agile methodologies.
  • Regularly monitor and report at least monthly on project progress, identifying and addressing potential issues.
  • Manage project resources, including procurements, vendors, and personnel.
  • Coordinate with subject matter experts and stakeholders to gather project requirements and ensure alignment with objectives.
  • Manage a RAID (Risks, Actions, Issues, and Decisions) log for assigned projects.
  • Facilitate change control when triple constraints change: cost, schedule, and scope, as a result of steering committee actions.
  • Provide briefing sheets to the steering committee for prospective changes.
  • Ensure project documentation and records are maintained and accessible.
  • Facilitate effective communication among project team members, stakeholders, and senior leadership.
  • Evaluate project outcomes and work with the PMO to develop SOPs (Standard Operating Procedures).
  • Ensure compliance with university policies and procedures.
  • Support a culture of continuous improvement within the project management function.

Job Competencies:

  • Knowledge of project controls including: project financial management tracking, project scheduling (including critical path analysis and variance analysis), and resource management.
  • Leadership and team-building skills.

Work Location: On-site, occasional travel to project sites and off-campus meetings may be necessary.
This position has been determined to be exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).
What We Offer:
Salary Range: Generally starting at $40 - $45 per hour
The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

Qualifications

Minimum Qualifications:
Applicants must meet minimum qualifications at the time of hire.
  • Bachelor's degree in a relevant field (e.g., Business, Project Management, Engineering) or equivalent work experience.
  • Two years of experience in project management or a related role.
  • Knowledge of PMI (Project Management Institute) best practices.

Preferred Qualifications:
  • Master's degree in Project Management or a related field.
  • Project Management Professional (PMP) certification.
  • Experience with SDLC (Software Development Life Cycle).
  • Experience in a higher education setting.
  • Experience with project management software (e.g., Microsoft Project, Asana, Trello).
  • Familiarity with university policies and procedures.

Physical Requirements:
This position is primarily office-based and does not typically require significant physical exertion. While performing the duties of this job, the employee is frequently required to sit. Employees are occasionally required to move. Tasks may involve using a computer screen continuously for long periods of time. The employee must occasionally lift and/or move up to 10 pounds.
