Summary:
The role of the Engineering Project Manager is to plan, execute and finalize BPA manager approved projects according to strict deadlines and within budget. This includes requesting resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan and schedule. The Engineering Project Manager also facilitates the project s objectives and monitors quality control throughout its life cycle.
The Engineering Project Manager is a position requiring demonstrated engineering and project management experience using industry standard methods and tools for managing schedules, dependencies, resources, funding and developing technical specifications and project plans.
Education & Applicable Fields:
Bachelor s Degree in Engineering, Business Administration or Management, Organizational Development, Computer Science or a related technical field is required unless the requesting manager determines that applicable experience is sufficient.
Education & Experience Requirements:
" Master s Degree is preferred.
" With Bachelor s Degree in applicable fields, 10 years of direct work experience is required.
" With a Bachelor s Degree not in applicable fields, 12 years of direct work experience is required.
" Without a Bachelor s degree: 14 years of experience is required.
" Experience must include direct work experience in an engineering project management capacity, including all aspects of process development and execution.
" Note: Level 3 is typically responsible for medium- to large-sized projects (25M and higher cost).

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
" With oversight and approval from the BPA Manager/Other BPA Federal Personnel:
Note: All work performed must be approved and documented by a BPA Organizational or BPA Program Manager (preferably approvals documented systematically, but at least in writing).
" Monitor coordination and overall integration of technical activities in architecture or engineering projects.
" Confer with management, project teams, and other involved parties to discuss project specifications or procedures.
" Present and explain proposals, reports, or findings to stakeholders.
" Consult with clients to prepare/draft project specifications.
" Assess project feasibility by analyzing technology, resource needs and market demand.
" Review and/or recommend contracts or cost estimates.
" Draft policies, standards, or procedures for engineering and technical work and with BPA management approval, assist with implementation.
" Facilitate and manage project development from beginning to end, making detailed plans to accomplish goals and directing the integration of technical activities.
" Recommend project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
" Draft/develop full-scale project plans and associated communications documents.
" Liaise with project stakeholders on an ongoing basis; effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
" Estimate and recommend the resources and participants needed to achieve project goals.
" Set and continually manage project expectations with team members and other stakeholders.
" Identify and work with BPA management to resolve issues and conflicts within the project team.
" Identify and facilitate project dependencies and critical path.
" Plan and schedule project timelines and milestones using appropriate tools; track project milestones and deliverables.
" Develop and deliver progress reports, proposals, requirements documentation, and presentations.
" As determined by the BPA manager, communicate the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas.
" Facilitate, coordinate and recommend changes in project scope, identify potential crises, and devise contingency plans.
" Review, and recommend approval for project design changes.
" Draft and recommend project success criteria and disseminate BPA management approved criteria to involved parties throughout project life cycle.
" Build, develop, and grow any business relationships vital to the success of the project.
" Conduct project post mortems and create a recommendations report in order to identify successful and unsuccessful project elements.
" Develop best practices and tools for project execution and management.
