Project Based Voucher (PBV) Program Coordinator

The Omaha Housing Authority is a Non-Profit Government Agency based in Omaha and established in 1935. Omaha Housing Authority contracts with HUD to provide safe and sanitary housing to low and moderate-income individuals through rent subsidies and administers over 2700 public housing units and up to 4,300 Housing Choice (Section 8) Vouchers.

Job Function

The primary purpose of this position is to provide coordination within the Housing Choice Voucher Program (HCV). The Project Based Voucher (PBV) Coordinator is responsible for the day-to-day coordination of the Project Based Voucher (PBV), Mod Rehab Programs. This position is critical to initiating, implementing, analyzing, and improving OHA’s Mod Rehab and PBV programs.

Essential Functions

  • Provides coordination for all PBV and Mod Rehab program initiatives.
  • Researches and analyzes the PBV and Mod Rehab programs and makes recommendations to the HCV Director regarding implementing or revising PBV and Mod Rehab programs.
  • Ensures proper wait list referral, applicant selection, and eligibility procedures are followed and monitored.
  • Conducts interviews, eligibility of applicants for voucher rental assistance, wait list management, tenant screening, and selection process.
  • Assembles and verifies family composition, income, and determines family eligibility.
  • Explains program requirements through conducting voucher briefings either individually or in group settings.
  • Completes interim changes, requests for tenancy approval and annual re-certifications for PBV and Mod Rehab participants.
  • Issues tenant-based vouchers to families requesting to move or who require a smaller or larger unit.
  • Ensures inspections of PBV and Mod Rehab assisted units are completed in a timely manner with internal staff or independent entities as needed by law.
  • Responsible for understanding and ensuring compliance with all PBV and Mod Rehab regulations.
  • Provides technical and professional assistance in resolving conflicts that transpire between applicants and managers including lease violations and resident complaints.
  • Initiates Termination of Assistance of families for non-compliance, non-performance, or other grounds.
  • Completes and documents approved rent increases.
  • Drafts Request for Proposals to solicit applications for new PBV projects. Prepares Agreements to Enter into Housing Assistance Payment (AHAP) contracts and Housing Assistance Payment (HAP) contracts for PBV properties. Ensures that properties meet all the required guidelines to enter into AHAP and HAP contracts.
  • Collaborates with Community Based Organizations, property owners and managers, and private developers to facilitate application and contracting of assisted units for all programs.
  • Monitors and evaluates day-to-day administrative and operational management of the PBV and Mod Rehab programs to assure efficiency and maximum productivity.
  • Reviews and audits HCV’s compliance with all federal, local, and Authority regulations, policies and procedures. Recommends corrective measures as necessary.
  • Analyzes and resolves complex problems, keeping the Director informed of potentially controversial findings, issues, or problems with widespread impact; meets with HCV Director to present findings, explain the significance of conclusions, justify recommendations, and answer questions related to the Housing Choice Voucher Program.
  • Maintains participant files and documents historical record for each participant file. Ensures appropriate, up-to-date electronic and hardcopy recordkeeping, and the timely and accurate preparation of all required reports.
  • Prepares training materials and trains staff, including new hires, in functional areas and on new or revised HUD rules/regulations and OHA’s policies and procedures as required.
  • Ensures that the operating procedures for all activities of HCV are completely documented and that documented procedures are updated and revised as necessary.
  • Monitors and evaluates departmental operations and activities for efficiency, effectiveness and compliance with policies and procedures; analyzes existing work methods and management techniques employed to determine if they provide maximum efficiency and effectiveness; and recommends revisions as necessary.
  • Must clearly understand all aspects of the policies and procedures of OHA, including, OHA admissions and continued occupancy policies. Ensures all program rules and regulations are followed, and ensures contract requirements are being fulfilled.

Additional Responsibilities

  • Ability to work evening and weekend hours, as necessary.
  • Conduct general or specialized training sessions for OHA staff, tenants, and landlords.
  • Perform related duties as required or assigned by Housing Choice Voucher Director.

Qualifications

  • Bachelor’s degree preferred in a related field and a minimum of three (3) years of professional experience, or a combination of education and training and experience.
  • Experience in property management, real estate, sales, or experience with housing authority programs.
  • Knowledge of the Nebraska rental market.
  • Must be proficient in Microsoft Word, Excel, and PowerPoint.
  • Excellent oral, written, analytical, and interpersonal skills. Must have a strong ability to identify and solve problems. Ability to develop and present training sessions. Ability to understand oral/written instructions and provide feedback.
  • Knowledge of the general operations and procedures of a Public Housing Agency (PHA) program.
  • Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the Board of Commissioners and HUD regulations.
  • Must maintain current knowledge of rules and regulations affecting Housing Choice Voucher residents. Must participate in training opportunities and seminars relevant to this position and pass examinations.
  • Must be comfortable working with a diversified type of individuals from a variety of social economic conditions and ethnic origins.
  • Ability to evaluate the performance of subordinates accurately, correct deficiencies, and guide, replace, and assign personnel.
  • Ability to coordinate a high level of productivity under a variety of conditions and restraints.
  • Must possess and maintain a valid motor vehicle operator’s license and excellent driving record. Must be insurable under the OHA auto insurance policy. Must have transportation available to perform the functions of this position as needed.
  • Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, HUD, local, state, and federal officials; ability to communicate with people from a broad range of socio-economic backgrounds.

Working Conditions

  • Work may be performed remotely, off-site, or in an office setting.
  • Work performed in an office setting is amid normal conditions of dust, odors, fumes, and noises and involves considerable public contact.

Abilities

  • Ability to sit, stand and walk up to 100% of the time; and reach stoop, squat, push, pull and type up to 75% of the time.
  • Ability to move objects weighing up to ten (10) pounds up to 50% of the time.
  • The noise level in the work environment is usually moderate.
