Job Details
JOB SUMMARY: Plans, organizes, and manages capital improvement projects within constraints of time, cost, scope and quality. Responsible for facilities maintenance, repairs and improvements. Develops facility priority lists, develops and maintains applicable agency files.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:

  1. Develops and monitors implementation of construction project plan and schedule. Makes interim adjustments as necessary to accommodate dependent variables such as weather and availability of labor, supplies, and subcontractors
  2. Researches, recommends, and participates in selection of building plans.
  3. Maintains effective relationships with vendors, contractors, and neighbors in the vicinity of assigned projects.
  4. Communicates with site staff to solve critical repair needs and improvements of facilities, including purchasing and delivery of necessary materials and equipment.
  5. Participates in long-term planning for the improvement and maintenance of agency facilities.
  6. Develops bid packages for sub-contractors, materials, equipment and supplies in accordance with applicable policies, procedures, and funder requirements.
  7. Acts as Bid Officer. Receives and evaluates bid packages and proposals, and documents selection process. Makes recommendations regarding award of contracts and contract stipulations.
  8. Monitors construction budget for each site; alerts supervisor of potential and imminent variances from budget, recommends and participates in developing and documenting requests for change orders to relevant funders/ agencies.
  9. Keeps and maintains an inventory, depreciation list and replacement schedules for capital assets.
OTHER RESPONSIBILITIES:
  1. May participate in building inspections performed by; local building officials, energy raters, and other building inspectors as applicable.
  2. Works with site supervisors and maintenance specialists to determine their facility repair/maintenance, training and safety needs.
  3. Performs other duties as assigned.

  6. Communicates with others outside the organization, representing the organization to customers, the public, and other external sources in person, in writing, or by telephone or e-mail in keeping with current policies & procedures.
  7. Must have the ability to operate the following equipment: desktop computer, telephone, copier, PC printer, and fax machine.

PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  1. While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 30 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials.
  2. Occasional performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things.
  3. Must be in good general health and free from serious physical, mental health and/or substance abuse problems.
POSITION TYPE/EXPECTED HOURS OF WORK:
This is a full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand.
TRAVEL:
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:
  1. Agency is a mandated tobacco, drug and alcohol free workplace.
  2. Must have a current Alaska Driver's License and insured vehicle.
  3. Must provide a copy of driving record from the Division of Motor Vehicles as proof of insurability.
  • Agency recommends annual TB screening and physical as part of employee's personal wellness plan (Recommendation - Not a requirement of this position)
REQUIRED QUALIFICATIONS AND EXPERIENCE:
  1. B.A. or equivalent five years' experience in construction/ property management, or related fields and; Two years of experience working in construction management, property acquisition, or property management
  2. Two years supervisory experience
  3. State and federal background checks, including fingerprints, may be required.
  4. Thorough knowledge of Anchorage building codes and affordable housing inspection regulations
  5. NPIRE ACE Certification or ability to obtain certification within 180 days of hire
  6. Able to function independently without direct supervision.
  7. Able to resolve problems, including interpersonal conflicts in a timely and professional manner.
PREFERRED QUALIFICATIONS:
  1. Advanced knowledge in green building, cold climate construction, and Alaska Building Energy Efficiency Standards (BEES).
  2. Ability to use Microsoft Office programs, including Outlook, Word, and Excel to maintain communications via email, file reports, generate schedules, and create/edit basic spreadsheets.
