Job description

The Middlesex Sheriff's Office ("MSO") is seeking a qualified professional for the position of Program Treatment Facilitator ("Facilitator") to work as a member of the Program Services team at the Middlesex Jail & House of Correction located in Billerica, MA. The Facilitator is an integrated member of the Program Services and Treatment team who will work closely with the Sergeant of Treatment to coordinate in-house programming for incarcerated individuals. The facilitator will conduct Program Treatment groups for both sentenced and pre-trial individuals. The facilitator will also work closely with Classification Officers, Case Managers, and Mental Health Clinicians to ensure that incarcerated individuals are offered the appropriate programs to address their individualized treatment needs. In addition, the facilitator will be responsible for enhancing existing programs and developing new programs at the direction of management.
This position reports to the Assistant Superintendent of Program Services or their designee. The shift hours for this position are flexed between the hours of 9:00a.m. to 9:00p.m. and the days off are Saturday/Sunday. The shift hours and days off are subject to change based on programmatic needs and at the discretion of management. This is a full-time, non-exempt position covered under a collective bargaining agreement (NEPBA, Local 525).
Additional responsibilities include, but are not limited to, the following:

  • Responsible for planning and conducting multiple daily group treatment sessions for incarcerated individuals;
  • Creating, obtaining, implementing, and updating curriculum from various sources;
  • Possesses a strong knowledge of evidence-based programming;
  • Familiarity with psychoeducational models, trauma-informed interventions, and other effective approaches / best practices for addressing the needs of incarcerated individuals;
  • Possesses knowledge on the complexities and dynamics of intimate partner violence, interpersonal violence, victimization, and substance misuse;
  • Utilizes creative approaches to engage incarcerated individuals in treatment programs;
  • Effectively engages diverse populations through culturally competent practices; and adjusts treatment programs, as needed, to ensure equity in the provision of services;
  • Responsible for screening incarcerated individuals for group treatment suitability;
  • Responsible for accompanying incarcerated individuals to and from class, while keeping an accurate accounting of participant attendance and participation for the application of Earned Good Time credits;
  • Guides incarcerated individuals in the development of skills and strategies to mitigate criminogenic risk;
  • Maintains records on program participation and enters related data in the Offender Management System;
  • Collaborates closely with Data Integration Specialists to collect essential Program Treatment data in order to evaluate outcomes;
  • Builds partnerships with community-based providers;
  • Communicates with external stakeholders including, but not limited to, defense attorneys, prosecutors, judges, clerk magistrates, probation officers, parole officers, social workers, and community-based providers;
  • Provides monthly reports to the Assistant Superintendent of Program Services;
  • Other duties as required by the Assistant Superintendent of Program Services or their designee.

Working Conditions:
        • Working in a correctional facility on weekends, nights and holidays;
        • Required to work over eight (8) hours depending on the operational and inmate programing needs of the facility;
  • Required to have direct contact with inmates/detainees in a secure correctional setting;
  • May be required to stand and walk for prolonged periods of time;
  • May be required to work alone in an isolated area;
  • May encounter verbal and physical abuse from offenders who are under physical and/or emotional stress;
  • May be required to lift and carry heavy objects up to 100 lbs;
  • May be exposed to adverse weather conditions.

The individual selected for the position of Facilitator shall be cognizant of the confidential and sensitive nature of working in a law enforcement agency and must comply with all institutional rules regarding safety and security.
Qualifications:
  • Bachelor's Degree in a human services-related field required; Master's Degree preferred;
  • At least two (2) years of documented experience in a human services role;
  • Professional licensure such as a LMHC, LCSW, LICSW preferred;
  • Prior experience working with justice-involved individuals;
  • Prior experience working in a correctional setting preferred;
  • Prior experience in group counseling or adult classroom instruction preferred;
  • Demonstrated ability to assist individuals with mental health and trauma histories;
  • Strong interpersonal, organizational, time management, writing and research skills required;
  • Ability to keep accurate records and generate timely reports;
  • Strong working knowledge of Microsoft Word, Excel, and Access preferred;
  • Must have own transportation.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Must have an active valid driver's license, the right to legally operate a motor vehicle in Massachusetts and pass a criminal background check.
