The primary purpose of this position is to serve as Program Manager/Project Officer; Management Internal Control Toolset (MICT Administrator as well as the Inspector General Evaluation Management System (IGEMS) administrator for the unit. Monitors all self-assessments and acts as a liaison with the ALC Inspector General (IG) office for all formal inspections.Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes serving as Program Manager Project Officer; Management Internal Control Toolset (MICT Administrator as well as the Inspector General Evaluation Management System (IGEMS) administrator for the unit. Monitors all self-assessments and acts as a liaison with the ALC Inspector General (IG) office for all formal inspections. Tracks all findings and observations to closure and keeps unit leadership informed on status. Guides and directs the unit internal control program. Supports the unit in the development, review, and full implementation of standard operating procedures, supplements, policies, and procedures to achieve maximum unit readiness. Responsible for ensuring thorough monitoring and evaluation of the unit's internal control processes and other required readiness programs. Ensures MICT monitors are qualified and trained to perform internal control monitoring and evaluation activities in accordance with AFIs, higher headquarters guidance and unit/installation plans.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD, Joint, and AF policies, instructions, and regulations directing the management of the unit inspection program and MICT program.
2. Knowledge of DoD, Joint, and AF policies, instructions, and regulations governing the unit operations and its comprehensive plans programs.
3. Knowledge of unit/installation mission requirements, vulnerabilities, operational and computer security policies, inspection program goals and objectives, internal controls, and operations of a wide variety of unit/installation organizations.
4. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of MICT and inspection program operations.
5. Skill in conducting interviews with supervisors, technical specialists, and employees to obtain information about organizational missions, functions, interrelationships, inspection activities, internal controls and work procedures.
6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships with others through tact, courtesy and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
