The Health and Human Services Agency, Public Health Services (PHS) is currently accepting applications to fill two Program Coordinator vacancies; one in the field of Workforce Development and another in Chronic Disease and Health Equity.

PROGRAM COORDINATOR

Interviews will take place beginning 5/1/23. Job offers for selected candidates will be made week of 5/15/23.



The Program Coordinator is a professional management level classification that provides administrative, analytical, planning, and management support for programs and projects where substantive administrative, policy and/or technical issues require specialized analysis, recommendation and implementation. The current vacancies are in PHS Workforce Development and Chronic Disease and Health Equity; however, the list established from this recruitment may be used to fill vacancies in other departments.

Public Health Services Administration - Workforce Coordinator

This position reports to the Director and Public Health Officer of PHS and has responsibility to be the department's culture and people strategist, and to infuse how they work with the core values of health equity, diversity, inclusion, customer service, cultural competency, trauma-informed, strengths-based management, and employee engagement.

The Program Coordinator in Public Health Services Administration will be responsible for:
  • Supporting the department's vision per its strategic plan, and workforce development plan. Helping the department succeed in its role through idea development, organizational consultation, facilitation, and leading innovation as requested.
  • Supporting teams (and individual members) with vision and strategy development in their areas of responsibility (e.g., workforce). Helping them succeed through idea development, facilitation, consultation, coaching and mentoring as requested.
  • Supporting the Senior Department Human Resource Officer with vision and strategy development in their area of responsibility as it pertains to departmental workforce.
  • Developing departmental culture strategies that enhance the health of Public Health Services operational and customer/community relationships (e.g., trauma-informed customer service, cultural competency, equity).
  • Developing departmental people strategies that increase the health and well-being of PHS employees, helping them thrive and take that wellness to their teams, families, neighbors, and communities.
  • Leading the development of departmental workforce analytics to:
    • Make visible culture and employee health and wellness in PHS.
    • Enhance development and effectiveness of PHS people strategies.

Maternal, Child, and Family Health Services Branch - Chronic Disease and Health Equity (CDHE) Unit

The Program Coordinator for the CDHE Unit will be responsible for:

  • Providing oversight and management of the Chronic Disease and Health Equity Unit which includes CalFresh Healthy Living, Diabetes Prevention Program, Tobacco Control Resource Program, Tobacco Retail Licensing, Childhood Obesity Initiative, Live Well@Work, and multiple federal grants.
  • Developing, implementing, and evaluating programs that advance the MCFHS and County's strategic direction and initiatives, as well as the Live Well San Diego vision of a healthy, safe, and thriving region.
  • Supervising, providing leadership and mentorship, and directing work of a multidisciplinary team, with development of a shared vision for the Unit.
  • Guiding strategic planning, program and resource development, and functional threading with other programs to enhance services.
  • Providing input to the County's legislative platform related to chronic disease and health equity and leading legislative analyses for the Unit.
  • Identifying and facilitating quality improvement efforts in conjunction with managers to improve program services.
  • Coordinating and serving as liaison with Public Health Services Administration, other County Groups/Departments, community partners, and contractors for the implementation and coordination of CDHE program services.
  • Advancing the interests of the Unit and Public Health Services in front of diverse audiences, including the public, media, public health stakeholders, advocates, academic institutions, policy makers, and funders.

HIRING TIMELINE AND DATES

The timeline for this recruitment is outlined below.

  • Job Offer and Background Process begins May 2023.
  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
  • Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

MINIMUM QUALIFICATIONS


A bachelor's degree from an accredited U.S. college or university, or certified foreign studies equivalency, AND, four (4) years of professional experience performing analysis, budget management, program administration, engineering, or closely related work in a program performing planning and analysis; OR a combination of education and/or experience as stated above.

CONDITION OF EMPLOYMENT

As part of the County of San Diego's pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position. Current County employees may be excluded from this process.

Employees who work at County locations subject to the California Department of Public Health State Public Health Officer order are required to be fully vaccinated. In addition, booster-eligible employees must receive their booster by March 1, 2022, or within 15 days of becoming eligible for a booster if they are not eligible as of March 1, 2022. If there are CDPH date changes for Booster compliance, employees must come into compliance in accordance with that date.

If unvaccinated or not fully vaccinated (including booster), employees in some locations covered by the Public Health Officer Orders who remain in the workplace may be eligible for an accommodation.


EVALUATION
