We are pleased to announce the opening for a Program Control Analyst who will join our Corporate Staff Team in Huntsville, Alabama, and become part of our rapidly growing technology company operating in missile defense, cybersecurity, test range modernization, and space control marketspaces. Qualified candidates will be part of an exceptional team supporting the Missile Defense Agency (MDA) mission to develop and deploy a layered Missile Defense System to defend the United States, its deployed forces, allies, and friends from missile attacks in all phases of flight.


Here’s what you’ll be doing:

Qualified candidates will be providing program control and financial analysis support for the MDA Technical, Engineering, Advisory and Management Support (TEAMS)-Next Specialized Engineering Analyses (SEA) contract. The SEA Team is led by the Prime Contractor Joint Venture (JV) between nou Systems, Inc. (nSI) and Modern Technology Solutions, Inc. (MTSI), with 18 supporting subcontractors providing engineering services support to the MDA. The unique, highly qualified SEA Team is critical to ensuring the MDA can rapidly develop and deploy MDS capabilities to defeat advanced missile threats by aggressively pursuing advanced concepts and technologies for leap-ahead MDS capability in directed energy, hypersonic missile defense, radiation hardened electronics, space-based sensors, and Israeli defense systems.

nSI has a critical opening for a Program Control Analyst supporting the TEAMS-Next SEA Prime Contractor program management team in establishing program budget baselines, determining subcontractor labor hour, cost, and travel funding allocations, incorporating monthly input data to measure performance against the baselines, and producing financial performance data, forecasts, charts, and reports.

The selected candidates will provide program control and financial analysis support to the TEAMS-Next SEA Contract Program Manager, Deputy, and Technical Lead:

  • Perform pricing, cost, and bid analysis in support of contract modification proposals
  • Analyze Government funding modifications, establish cost controls, and determine subcontractor allocations of labor hours, funding and fee ceilings, and travel budget
  • Establish contract financial plans, burn rates, and performance baselines
  • Process monthly subcontractor data to create monthly cost reports, measure contract financial performance against baselines, and provide financial analysis for program management reviews
  • Maintain vendor information in the Prime Contractor financial accounting system to ensure subcontractors bill within financial ceilings and controls
  • Analyze budget baselines, Estimate to Complete, cost variances, produce reports, and support variance explanations and corrective action plans
  • Verify that monthly labor and travel invoices match financial data in cost reports and support invoice approvals
  • Develop automation tools and processes to make the above tasks efficient and to enable cross-training


Here’s what you’ll need:

At a minimum, qualified candidates must have:

  • Bachelor of Science or Bachelor of Arts degree.
  • At least 3 years (Analyst II) or 7 years (Analyst III) of full-time professional experience in program controls or financial analysis on complex programs with multiple Contract Line Item Numbers (CLINs) and multiple subcontractors.
  • An advanced knowledge of Microsoft Excel data manipulation and analysis, including the ability to efficiently manage large data sets, pull in monthly data from multiple independent reports, ensure data validation and accuracy, and provide financial analysis, charts, and reports.
  • Experience working with Deltek Costpoint and/or Unanet.
  • Works independently to analyze and resolve problems.
  • Must be eligible to obtain or have an active SECRET clearance.
  • Excellent written and oral communication skills and MS Office automation tool proficiency.
  • Must be able to work on site at our corporate Headquarters in Huntsville, Alabama.

Other qualifications we hope you bring to the table:

  • Prior experience performing program control activities on a large Cost Plus Fixed Fee (CPFF) Level of Effort (LOE), Incentive Fee (CPIF), and/or Award Fee (CPAF) type Federal Government contract with multiple subcontractors.
  • Knowledge and experience working with Visual Basic, Python, or other programming language to automate data import and analysis in Microsoft Excel.
  • Experience with Business Intelligence (BI) tools and applications such as IBM Cognos or Microsoft Power BI
