The Associate Program Administrator contributes to program success of the cross-functional Nation's Assessment of Educational Progress (NAEP) Item Development (ID) team under the direction of Senior Management. This role has accountability for independent projects that directly support goals of operational aspects of NAEP item development work products and deliverables for the NAEP client, committees and various NAEP Alliance partners. This is a hands-on role that is deeply involved in the daily operations, goals, and troubleshooting activities of the Survey Questionnaire Team.

End-to-End Program Management & Delivery

  • Manage independent projects associated with the planning and production of non-content aspects of Assessment Development and Production processes.
  • Support execution against the program work plan objectives for assigned program, to include quality reviews of assessment content and supporting materials, review of electronic review packages of assessment content and data for external NAEP clients and committees, and technical support for assessment specialists.
  • Recommend modifications to technical and operational assessment processes; plan, administer, and coordinate the implementation of technical assessment production processes and projects on behalf of NAEP ID in conjunction with senior leadership.
  • Provide support for response to special requests and rush projects from either client or NAEP leadership.
  • Communicate and collaborate with colleagues and partners clearly and effectively.

Contract/Service Level Agreement (SLA) Fulfillment

  • Conduct regular functional, performance, and integration QA/QC testing of assessment content integrated with the NAEP assessment platform.
  • Identify process improvements to increase productivity, save money, and improve customer satisfaction.
  • Provide regular status updates on day-to-day operations for assigned work products.
    • Track and document QA issues, defects and resolution details using JIRA, ServiceNow and Confluence.
    • Employ testing criteria in the review and approval of evolving business requirements, functional specifications, and platform design.
    • Provide timely and relevant communication on test findings to key stakeholders.

Financial Management

  • Support the development of cost estimate requests for feature enhancements
  • Track costs
  • Assist with managing budgets

EDUCATION

  • Bachelor's degree or equivalent combination of education and experience from which comparable knowledge and abilities can be acquired

EXPERIENCE

  • A minimum of 2 years of experience in administrative or project management support
  • Knowledge of assessment development processes is also desirable
  • Strong writing skills, well-developed organizational skills, and a willingness/adeptness with regards to learning new technology are required.
  • Experience with Adobe and Microsoft Applications (i.e., Acrobat, Excel, PowerPoint, Teams, Word)
