This is a great opportunity for a procurement and contracts professional with an exceptional aptitude for procurement contract rules and regulations to utilize the full breadth of your skillset to support a broad range of county-wide procurement and contracting services including goods and services, purchased services, construction prevailing wage, and architect & engineering services. The position will interface with both internal and external business partners in support the contract lifecycle and will help to further solidify a career in the industry while serving the public in a very meaningful way.

The Finance Department is responsible for financial management, risk management, and information technology. Pierce County Finance is responsible for procurement, contracting, budgeting, accounting, health benefit management, worker safety programs and insurance, fleet and records management, and treasury services for the county and numerous independent districts.

It's a great time to be a part of Finance, particularly procurement and contracts under our centralized division! We've recently moved all contracting functions from across Pierce County under Finance and Performance Management, which is providing direction and influencing change and growth in the discipline. Innovation and creativity are needed to support the future of contracting and procurement in Pierce County.

How to be Successful in the Role:
Knowledge of procurement and contract management including solicitation and contract development, implementation and monitoring is key to success in these positions. We need someone who is flexible, able to talk easily with internal and external customers yet detailed oriented and comfortable with change. Change management and process improvement skills are highly desired.

Your Future in this Role:
The Finance Department has access to many Pierce County training opportunities including classroom settings and access to LinkedIn Learning. You will also meet with your Contracts Manager often to receive feedback and discuss future goals.

Procurement and Contracts Specialist 1
This position will have an active role working with our internal customers needing to acquire goods, personal and professional services, and public works contracts. You'll be bidding on goods, services, and construction, developing and drafting contracts, and managing contracts from execution to closeout. We also help administer customer contracts, operating agreements and awards (grants) and are looking for someone who works well in public procurement, contracting, regulatory and compliance environments.

  • Prepare Request for Proposals (RFPs), and Request for Quotations (RFQs) for the procurement of goods and services and for publicly advertised technical, professional, engineering and construction service contracts.
  • Research, recommend, and develop procurement methods, to include traditional and standard procurement methods.
  • Write and edit scopes of work; and review and modify contractual specifications for compliance with all laws, policies and procedures.
  • Manage the procurement process from creation of solicitation documents up to Notice to Proceed.
  • Conduct and participate in the RFP/Bid evaluation process, assuring proposer/bidder responsibility.
  • Issue award letters.
  • Participate in and oversee negotiations, review rates, and advise County end-users on contractual issues.
  • Contract administration and closeout functions for all types of public contracts.

Procurement and Contracts Specialist 1 ($32.33 - $40.88)
  • Two years of college-level coursework in accounting, data processing, business administration or related field; AND
  • Two years of progressively responsible work experience in the area of public sector procurement and contracting, accounting, or related field.
  • Additional education and/or work experience which clearly indicates the ability to perform the essential functions of the position may substitute on a year for year basis for the recruiting requirements.
