About Jolt


Jolt is a non-profit organization founded in 2016 to increase the civic participation of Latinos in Texas to build a stronger democracy and ensure that everyone’s voice is heard. Jolt knows that our democracy works best when everyone gets a seat at the table. That’s why Jolt builds the leadership capacity of Latinos to mobilize their peers to action. Jolt lifts up the voices of young Latinos in Texas to tell their own stories through creative arts and acts, development institutes, and student leadership.


Jolt believes that Texas is poised for change, with a growing and disaffected Latino population. Today, 1 in 3 eligible voters in Texas is Latino and projections indicate that by 2030, Latinos will make up the majority of the state’s population. But demographics alone aren’t destiny. Winning change requires building a homegrown movement and a smart, focused, long-term strategy that can deliver equality and power to those who are most excluded and often first impacted.


About The Position


The Policy Associate is mission-driven and works towards our goal of being a catalyst for social and environmental systems change by engaging in a transformative policy platform. The Policy Associate researches, analyzes, and tracks healthcare and climate policy and intersectionality, primarily at the state and local levels; helps to develop and implement Jolts' policy agenda; engages policymakers and key stakeholders.


The Policy Associate position is a grant funded opportunity for two years with a chance for renewal or leading into a permanent position at Jolt. The Policy Associate reports directly to the Political Specialist and will assist in presenting findings through Jolt's robust leadership development, attending conferences, and engaging staff, members and partners to move support our advocacy work.


Primary Responsibilities And Duties
  • Researches, analyzes, and tracks policy, regulations, and issues related to Jolt’s programs and mission specifically at the intersection of healthcare and climate/environment justice.
  • Identifies legislative committee hearings and bill filings relevant to Jolt’s core issues and our mission in real time during the legislative session
  • Develops and distributes legislative and/or regulatory briefings, fact sheets, support letters and other tools to educate policymakers and the public on issues relevant to Jolt’s mission. May be requested to provide testimony at committee hearings.
  • Engages staff and members in advocacy work, including but not limited to being a subject matter expert for Training and Curriculum Specialist, providing teach-ins for staff and participants around relevant policy issues, best practices in nonprofit advocacy, and legislative/regulatory processes.
  • Identifies, develops and nurtures relationships with community partners, ally organizations, policymakers, funders, and program staff; participating in and building coalitions as needed.
  • Under the direction of the Political Specialist:
    • Partners with the Senior Team team to inform our policy work, provide analysis on relevant issues, position Jolt as a thought leader in our field, and identify legislative trends and political relationships of relevance to Jolt.
    • Collects, aggregates, and synthesizes data across databases, information sources, and other data sources.
    • Assists in writing, coordinating and administering surveys.
    • Conducts quality assurance on data and analysis by reviewing the source and methods.
    • Assists in the developing, formatting, and preparation of reports, charts, and/or graphs for varying documents and written and oral presentations for both internal and external audiences.
  • Assist in identifying funding opportunities to support Jolt’s policy work
  • Other policy and advocacy related tasks as identified


QUALIFICATIONS:


  • Experience or exposure with the Texas political landscape such as the Texas Legislature, municipal government office, or policy oriented role preferred
  • Brings a demonstrated commitment to health equity, environmental justice, and climate resilience
  • Must demonstrate strong writing and editing skills and convey information on complex issues both verbally and in writing using data and reasoning, and possess the ability to speak in formal and informal settings.
  • Demonstrate attention to details and data accuracy.
  • Must be able to work independently and must have the ability to exercise discretion and independent judgment regarding matters of significance.
  • Ability to perform well and manage competing priorities, be proactive, show resourcefulness, and adapt well in changing circumstances.
  • Must have reliable access to transportation to the Texas Capitol.
  • Professional proficiency in Spanish is a plus


LOCATION


This position is based in Austin, Texas, and reports to the Political Specialist. Jolt is reviewing resumes on a rolling basis with preference given to applicants applying before September 15, 2022.


Compensation


This position pays $55,000 per year. Jolt’s benefits package includes full employer-covered health care, employer match retirement contribution up to 4%, employer-provided life insurance policy, monthly cell phone reimbursement, and 23 paid days off, plus additional benefits.
