Job description

30% - Assume full responsibility for the efficient operation of Patrol, Investigations or Community Affairs Sections. Monitor Unit activities and operations, as necessary. Oversee reports for conformity with department procedures. Receive and resolve routine complaints. Verify information for internal consistency and value.  Analyze statistical information to determine scheduling and manpower needs.  Direct the section in meeting department goals. Research and report on departmental projects. Constantly evaluate policy and procedures for compliance. Maintain knowledge and provide input on the department budget process. Ensure that personnel receive or are aware of any procedural changes or legal information necessary to perform their duties. Represent their section in staff meetings and provides information to the Deputy Chief or Chief ensuring effective and efficient departmental operations. Recommend procedures, policies or training that would solve problems or streamline operations. Determine when an emergency response is necessary. Respond to the scene of major emergencies or highly sensitive incidents and assume command, if necessary. Makes notifications to the Deputy Chief or Chief as policy dictates or as deemed prudent.
20% - Organize, direct, assign and review the work of Sergeants and Detectives. Determine time and resources to be expended by subordinates. Disseminate department policy, instructions and assignments to subordinate personnel. Coordinate manpower allotments and scheduling of personnel. Review and approve timesheets. Enforce department rules and regulations. Provide probationary and annual performance evaluations for subordinates. Ensure conformity in regulation enforcement and in proper discipline.  Actively assist personnel in the performance of their duties. Comply with EEO/Affirmative Action principles and policies in all areas of staff responsibility.
10% - Act as the department's representative on issues related to traffic safety on campus, such as traffic movement, traffic control devices and municipal traffic and ordinances. Maintain and establish relationships with KU Parking and Transit and traffic safety representatives from the City of Lawrence in order to address issues of mutual concern. Also establish and maintain professional relationships with local and regional media representatives in order to facilitate the flow of information. Provide appropriate information on crime and other police matters to the media, according to department policy.
10% - Directs and assigns Sergeants/Detectives/Officers to investigate criminal offenses, internal investigations and sensitive matters as required. Establish and maintain professional relationships with University of Kansas administrators, employees, citizens and other law enforcement agencies. Use a variety of communication skills and special techniques when contacting members of the community, including groups with beliefs contrary to those of the officer, persons who may be emotionally excited, as well as people with varied cultural and educational backgrounds in order to maintain control of situations/interviews while avoiding negative consequences such as escalating a potentially explosive situation; making unsubstantiated accusations or innuendos, and/or unnecessarily alarming individuals.  Coordinates activities required for special, law enforcement and athletic events as well as requests from other law enforcement agencies. Oversees training, community education, media and purchasing functions. Sit on various University and community committees. Provide information upon request about police policies, techniques and procedures as they affect the public. Provide information to staff and department personnel concerning crime trends, updated legal information and current police methods.  Present a professional demeanor and well-groomed appearance to the public. Appear and testify in court as a professional witness, when summoned. Comply with all laws, rules, regulations, codes of ethics and procedures applying to the law enforcement profession. Performs duties as outlined in the position description of the Sergeant and Detective, when needed.
10% - Carry out all required and appropriate duties as assigned. May be assigned to work special assignments, as deemed necessary by the department that may subject employee to extreme weather and/or extended periods of time without relief. May be assigned to oversee department accreditation, clery, and department policy manual. Monitors, tracks, and evaluates reported criminal offenses to determine trends or crime patterns. Produce reports as needed or requested documenting crime patterns on campus. Responds to other requests for information, both internal and external. Use a variety of communication skills and special techniques to interact formally and informally with community groups and various types of individuals to obtain information about activities on campus. May be designated as in charge of department operations and, as such, will perform the normal duties of the Deputy Chief and/or Chief in their absence. Assume site command in emergency situations, establishing operational control to direct other agencies, analyzing the situation and adopting a prompt, effective and reasonable course of action.
5% - Maintain law enforcement certification by state statute and other certifications, as appropriate and/or required.  Qualify with duty weapon. Develop skill and proficiency in the use of all equipment to include firearms, batons, handcuffs and vehicles. Attends all required department training and utilizes the training to its fullest extent. Keeps up-to-date on all legal changes and on all departmental activities affecting the proper discharge of duties. Disseminates such information to personnel through chain of command or direct to Officers/Detectives/Sergeants as appropriate and most effective. Acts as a resource person for the units, providing information and guidance in the proper methods of law enforcement.  Keep current of department issues and other information affecting the proper discharge of duties.  Monitor progress of new officers in field training assisting and providing guidance as necessary. Act as the Administration Liaison to Field Training Program.
5% - Lead and select members of the review/interview board for the hiring process. Make recommendations to the Deputy Chief as to the qualifications of applicants. Make personnel related recommendations to the Deputy Chief and Chief concerning employee qualifications, hiring and screening procedures and manpower levels.
5% - Provide budget input for the departmental budget. Prepare specifications for needed equipment and to purchase needed supplies. Maintain safe care and control of authorized equipment and vehicles, including firearms. Assist in the repair or replacement process to maintain updated and operable equipment. Monitor the maintenance of department equipment.
5% - Coordinate with all units within the department to ensure excellent communications up and down the chain of command. Information gathered is disbursed to the Chief, Deputy Chief and subordinates.  Maintain good working relationships with all department staff members ensuring a good, supportive, work environment.
