Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in urban planning or closely related field.
Requires two (2) years responsible professional planning experience and may require two (2) years of lead work/supervisory experience depending upon area of assignment.
Special Certifications and Licenses
Posses and maintain a valid Florida Driver's License for duration of appointment.

1+ years experience leading complex public transportation studies and research using CAD/AVL, Farebox, APC, Hastus Scheduling, or GTFS
1+ years experience utilizing Business Intelligence/Performance Monitoring Software (e.g. AppDynamics APM, Power BI, Tableau, ArcGIS, or similar)
Proficient in a foreign language (French/Spanish/Portuguese)
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Leads and assists where needed in the development of multi-modal planning or project development efforts including major high capacity transit investment studies, long range transportation plans, and transportation corridor studies.Supports in the development of scopes of work for studies and plans, including goals/objectives, existing conditions, needs, evaluation criteria, measurable outcomes, and paths to locally-preferred alternatives.
Participates in project procurement (i.e. preparing scopes of work, developing and verifying project cost estimates, developing evaluation criteria, and completing all required procurement procedures).
Oversees consultant contracts and ensures adherence to scope, schedule, and budget. Includes the review and approval of invoices.
Develops public transportation solutions that are consistent with agency goals/objectives, and prepares written reports, maps, analysis, and other graphics to communicate all findings and recommendations.
Leads and assists in the development of consensus with internal staff, local municipalities, Florida Department of Transportation (FDOT), regional agencies, Federal Transit Administration (FTA), project stakeholders, and the general public to develop high-capacity transportation solutions.
Manages and assists in the preparation of environmental documents, mitigation plans and environmental monitoring for planned capital projects.
Develops and performs analytical methodologies and forecasts, consistent with transit industry standards and best practices, for all transit-related corridor and short and long-range planning needs.
Develops proposals, writes project reports and white papers and prepares other documents of a highly complex nature.
Leads public meetings, attends other relevant meetings, makes presentations, and serves on committees as needed.
Prepares and coordinates plans and programs to improve efficiency; provides interagency coordination; manages specific projects and assists in the implementation of community programs.
Assists in the funding of projects through Federal, State and regional grants; performs grant writing and grants program management and administration.
Provides customers and staff continual technical support throughout the review process; recommends program and procedural changes; provides supervision, technical guidance and support to professional planning staff.
Attends to public inquiries for data, maps and technical assistance, provides assistance to the public for knowledge about data and maps, generally by telephone or electronically, or in-person.
Prepares memoranda, reports and agenda items as required; regularly makes presentations at public and private meetings.
