Job Details
JOB SUMMARY: Provides home-based child and family development support services to designated enrolled families in accordance with PAT guidelines and other applicable federal and state regulations.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:
  1. Provides home based personal visits with each designated enrolled family and involve parents in educational activities to enhance their role as the primary educator in accordance with PAT guidelines and other applicable federal and state regulations.
  2. Conducts recruitment activities within the community to inform families about the PAT program; contacts families individually to enroll eligible children, including children with disabilities in the program.
  3. Administers required developmental and health screenings with each family; encourages family to receive and advocate for appropriate services for each child, including health care, early intervention and special education services as appropriate.
  4. Arranges and facilitates regular group meetings for families; obtains feedback from families regarding group activity ideas and informational topics to encourage family participation.
  5. Provides information to families as requested and with family consent, links families to appropriate services.
  6. Supports parents in implementing positive discipline techniques and information relating to developmentally appropriate practices with their own child/children and family.
  7. Conducts community outreach and collaboration activities with local program partners and organizations to enhance services for children and families.
  8. Establishes and maintains accuracy of program files on site.
  9. Prepares and submits accurate weekly attendance reports, monthly program narratives, and all other required paperwork to PAT Central Office staff.
  10. Follows RurAL CAP agency and Parents as Teachers program policies and procedures.
  11. Participates in regular conference and supervisory calls.
  12. Participates in and completes all required training.
  13. Performs other duties as assigned.

  3. Provides training to adult learners to support the educational needs of their children.

WORK ENVIRONMENT/JOB CONDITIONS:

  8. Communicates with others outside the organization, representing the organization to customers, the public, and other external sources in person, in writing, or by telephone or e-mail in keeping with current policies & procedures.
  9. Must have the ability to operate the following equipment: desktop computer, telephone, copier, PC printer, and fax machine.
PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  1. While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 40 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials.
  2. Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things.
  3. Must be in good general health and free from serious physical, mental health and/or substance abuse problems.
  4. Exposure to varied weather conditions during outdoor time including, but not limited to snowy, Arctic Cold Climate conditions
POSITION TYPE/EXPECTED HOURS OF WORK:
This is a full-time, 35 hours per week/up to 37 weeks per year, position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. or hours vary with location. Occasional evening and weekend work may be required as job duties demand.
TRAVEL:
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:
  1. Must be at least 18 years of age.
  2. Must pass state and federal background checks for convictions of violence and child abuse and/or neglect.
  3. High School Diploma or GED and two (2) years supervised work experience with young children and/or parents.
  4. Family Development Credential or ability and willingness to obtain within 2 years of hire at employer's expense.
  5. Must obtain and maintain certification in the Parents as Teachers Curriculum at the earliest opportunity after date of hire at the employer's expense.
  6. Demonstrated ability to provide judicious guidance and support to others.
  7. Basic understanding of child development issues, and knowledge of community resources for children and families.
  8. Demonstrated effective oral, written and interpersonal communication skills including ability to communicate in cross-cultural situations.
  9. Responsible work ethic with reliable attendance.
  10. Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignment with little or no direct supervision while also working effectively as a team member.
  11. Demonstrated intermediate level of computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.
  12. High degree of professionalism; ability to maintain confidentiality.
  13. Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations.
  14. Must obtain Alaska Food Workers Card within 30 days of hire. Card must remain current for duration of employment.
  15. Must provide a TB screening and basic physical exam within thirty (30) days of hire with follow-up every three (3) years at employee's expense.
  16. Must complete and maintain CPR and First Aid Training certification at employer's expense.
  17. Must be able to provide own transportation to meet work schedule requirements.
  18. Must be willing and able to conduct occasional evening and weekend work to accommodate parent schedules for home visits and group meetings.
  19. Must be able to traverse uneven surfaces.
PREFERRED EDUCATION AND EXPERIENCE:
  1. AA or BA degree in Early Childhood Education or related field.
  2. Experience in home visiting.
  3. Experience working on child development issues and community development projects.
  4. Bi-Lingual language skills in English and native language of local community.
  5. Experience conducting training and organizing community events.
  6. Good relationships and contacts with community leaders and council members.
