Environmental, Operations and Construction (EOC) operates within HDR's Federal Business Group, capable of delivering services across all HDR business groups at any location. Our work is performed by our professional staff, scientists and engineers at remote sites, embedded in client office space or our own facilities. We are hiring a Military Planner to work on site at MacDill Air Force Base in Tampa, FL.

Primary Responsibilities
  • Assist with overall strategy in planning, prioritizing, and programming for future real property requirements to meet the MacDill AFB mission.
  • Responsible for completing all Base planning functions (Space Utilization, AICUZ, Airfield Waivers, Installation Development plans, etc.)
  • Prepare, process, and manage all AICUZ/Airfield waivers and report to the Facility Utilization Board (FUB) and the Airfield Operations Board (AOB) on the status of all AICUZ/airfield waivers.
  • Prepare and present briefings for SRM, MILCON, community planning, and programming functions.
  • Maintain a current copy of the General Plan and associated area development plans in an electronic format and provide briefings to senior leadership and other interested parties.
  • Maintain and update Airfield and Airspace Siting Waiver Requests to meet the requirements of the entirety of UFC 3-260-01
  • Prepare airfield construction permits and coordinate Federal Aviation Agency waivers for all projects as required.
  • Review airfield markings to verify they are maintained, updated, and accurate, and comply with the entire AFI 32-1042, Standards for Marking Airfields.
  • Manage and support the Installation Encroachment Management Program.
  • Manage and update the Installation Complex Encroachment Management Action Plan (ICEMAP) in accordance with AFI 90-2001
  • Perform other duties as needed


Required Qualifications
  • Bachelor's in Engineering, Architecture (ABET), Urban Planning or related field
  • Minimum of 5 years of relevant planning experience
  • Proficient with MS Office (Word/Excel/Outlook)
  • Strong written communication skills
  • Ability to work independently and as part of a team
  • Due to client contract requirements only candidates with US Citizenship will be considered for this position as permitted pursuant to section 247(a)(2)(C) of the Immigration and Nationality Act
  • Must complete a successful background check, as well as have, or be able to obtain in a reasonable time, the required government clearances to perform the responsibilities HDR has been contracted to perform. In some cases, this could mean, but is not limited to a CAC card, network access and/or restricted area badges.
  • An attitude and commitment to being an active participant of our employee-owned culture is a must

Preferred Qualifications:
  • Familiar with AFI 32-1021, AFPD 32-10, and AFPD 32-10
