Job Description


Provides operational and maintenance support for all computer information services, data processing hardware and software related to Multi-Tactical Data Link (TDL) and Multi-Source Correlator Tracker (MSCT) systems. Accomplishes assigned tasks independently in accordance with overall project objectives and requirements.


Essential Job Responsibilities


Analyzes and provides recommendations on issues dealing with disciplines such as military command control and communications, electronic warfare, weapon systems, contingency operations, Military Tactics Techniques and Procedures (MTTP), force planning, and training exercises. Coordinates with user community representatives throughout all phases of development concerning requirements definition, clarification, prioritization, and alternatives. Analyzes the conduct and results of operational user training, military maneuvers or simulated wartime operations undertaken to main the capabilities of a force. Compares, analyzes and evaluates the relative merits of program designs and alternatives. Applies emerging doctrine and tactics, whether detailed in formal doctrinal changes or emanating from Advanced Warfighting Experiments (AWEs), Advanced Technology Demonstrations (ATDs), or Force XXI activities, to system design and development. Assesses the impact of programmatic and technical options on stated user requirements and doctrine. Prepares reports and briefs summarizing support requirements, deficiencies, and investments for various programs and systems.


+ Responsible for the operation and maintenance of all computer information services, data processing hardware and software related to the TDL’s and MSCT systems.


+ Responsible for system remediation and maintaining systems compliances with DOD Information Assurance (IA) and Information Technology (IT) requirements.


+ Analyze and monitor the TDL network to ensure the network is available to all systems users and resolve data communications problems.


+ Enter diagnostic commands to troubleshoot networking issues and interpret codes to diagnose failures.


+ Read technical reference manuals for hardware and software to learn cause of problems.


+ Records system malfunctions and action taken to resolve system failures and or shortfalls. Develop and maintain Change Management to record new equipment installs, new site locations, and computer configurations.


+ Works closely with staff and Government to establishes and maintain vendor relationships in the acquisition and purchase related TDL equipment/software.


+ Documents maintenance actions in IEMS and RIMS as required.


+ Assists Government with CMS duties as required.


+ Knowledgeable in the operation at least two additional TCTS systems (e.g. Communication, Video Distribution, Display systems).


Minimum Qualifications


+ 2 years relevant experience with Bachelors in related field OR


+ 0 years experience with Masters in related field OR


+ High School Diploma or equivalent and 6 years relevant experience


+ 4 years’ experience in the following areas:


+ Installation and maintenance of computer systems.


+ Network interfaces and associated equipment


+ Communications equipment and TCP/IP


+ Database configuration and management


+ Windows OS administration


+ Multi-Tactical Data Link’s (TDL)


+ Technical Report writing experience


This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area (Specialty Code 45-System Administration-Intermediate/Journeyman) and as a condition of employment, incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:


+ Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;


+ Participate in a continuous learning program as described in SECNAVINST1543.2. A minimum of 20 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.


+ Possess a valid driver’s license


Preferred Requirements


Position-Specific Training Required:


+ Military or Civilian training in tactical data and information links


+ JT-101 Link 16 Joint Interoperability Course, JT-102 MULTI-TDL Advance Joint Interoperability Course (MAJIC).


+ COMSEC and courier training.


+ Simple Key Loader Training (SKL)


+ Complete various DoD and corporate reoccurring training requirements, to include Information Assurance Training, CPR and First Aid


Physical Requirements


Typical office environment with no unusual hazards, occasional lifting to 50 pounds, constant sitting while using computer terminals, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Daily routine travel to remote site facilities will be involved. Remote site requires ability to climb stairs while carrying equipment and work in austere environments.
