The primary purpose of this position is to develop and provide instruction for advanced enlisted and officer weather courses. This position is also responsible for providing technical and scientific advice to course faculty members and course developer for new and advanced meteorological curriculum.Qualifications:In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Professional and Scientific Positions, Individual Occupational Requirement for Meteorologist (IOR), Series 1340.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Meteorology, Atmospheric Science, or other Natural Science major that included:
1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:

  • Six semester hours of atmospheric dynamics and thermodynamics;
  • Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
  • Three semester hours of physical meteorology; and
  • Two semester hours of remote sensing of the atmosphere and/or instrumentation.
2. Six semester hours of physics, with at least one course that includes laboratory sessions.
3. Three semester hours of ordinary differential equations.
4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Providing technical and scientific advice to course faculty members and course developers to help develop new/advanced meteorological curriculum; providing instruction regarding meteorological elements, the operation of tactical and meteorological equipment, the effects of weather and space on operations, and mission-tailored tactical forecasting; and conducting extensive fact-finding/development of source information to resolve significant problems in the selection, interpretation, and adaptation of materials.

EDUCATION:
Completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Comprehensive knowledge of theoretical meteorology and operational forecasting, to include space weather and electro-optics. Awareness of technological changes or new developments, such as would be gained through extended experience and on the-job training combined with practice and study. This knowledge is required in order to conduct courses in technical systems that require the instructor to take the primary role in development of course content. Knowledge is also required to provide guidance for students and student projects, give lectures, participate in panel discussions, and participate in planning and developing or evaluating and revising the curriculum for the academic department or associated training activity. In addition, knowledge is required to conduct extensive fact-finding and development of source information, and to resolve significant problems in selecting, interpreting, and adapting materials.
  • Comprehensive, in-depth knowledge of training methods, techniques and tools in order to design, develop, and maintain and conduct complete courses in advanced meteorology. This knowledge is also required to develop or evaluate and revise academic curricula and to resolve problems resulting from the absence of suitable training materials and/or the new or rapidly changing nature of the subject-matter field.
  • Ability to communicate effectively both orally and in writing and ability to establish and maintain effective working relationships.
  • Knowledge of training aids and devices used in training programs, including tests and measurement principles, techniques, and objectives.
  • Skill in accomplishing special training studies and projects.
  • Knowledge of security program responsibilities.
  • Bachelors degree in meteorology, atmospheric science, or other natural science major that included at least 24 semester hours in meteorology/atmospheric science to instruct forecasting and supplemental courses in meteorology.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education:IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcriptswith the application.
