Overview

BerryDunn is seeking a Senior Consultant with experience in System Procurementsand Acquisitions to join our Medicaid Practice Group. As a Senior Consultant, you will have an initial focus supporting our client in Puerto Rico as a Medicaid Enterprise System (MES) Procurement and Acquisition Lead and be supporting our Puerto Rico client in their efforts to mature and manage their procurement office. As part of our consulting team focused on State Medicaid Agency (SMA) clients, you'll leverage your healthcare expertise and experience in procurements and Acquisitions to help Medicaid agencies improve the health and wellbeing of their most vulnerable population. 

 

This position can be remotely-based or in one of our offices in Portland, Maine, Charleston, West Virginia, San Juan, Puerto Rico, or Phoenix, Arizona. You will report to senior leaders in the MPG, and will help clients nationally with your initial focus being on our client in Puerto Rico.

 

Travel Expectations: Approximately 25% of travel to client sites is anticipated in the future to support projects.

Responsibilities

Provide Procurement and Acquisition services to SMA clients as they transform their organization to align with their Procurement and outcomes-focused strategy.  As a trusted advisor, you will provide leadership and guidance for clients and internal project teams in the following areas:

  • Provide thought leadership and collaborate with cross-functional teams in the development of strategic procurement planning initiatives for MES modernization efforts
  • Lead the development of request for proposal solicitation documents, stakeholder reviews and approvals in coordination with government procurement officers
  • Be responsible for stakeholder engagement to frame and develop project objectives, requirements, and sourcing strategy to support the client's outcomes
  • Conduct and present market research to develop an options analysis focusing on vendor data, trends, pros, cons, and key insights
  • Detect potential procurement policy violations thereby recommending the client with appropriate corrective, preventive, and escalation actions
  • Facilitate and support the execution of procurement activities including but not limited to vendor conferences, evaluation sessions, question and answers, and post-award contract negotiations
  • Lead Procurement and outcomes objectives for modernizing services, products, and capabilities by advising and collaborating with the client during the "Vendor Selection Process"
  • Supply ad-hoc support for client negotiations throughout the contracting process
  • Build relationships with project team members including client contacts, stakeholders, and vendor contacts
Qualifications
  • Bachelor's Degree (BA/BS) (a bachelor's degree can be replaced with an additional four (4) years related experience).
  • Five (5) years of demonstrated Procurement and Acquisition experience. Medicaid Procurement and Acquisition experience is preferred.
  • Three (3) years of demonstrated experience in business lead/SME support for a State Medicaid Agency or a large healthcare provider management organization of a similar size.
  • Ability to read and interpret each State's acquisition policy, regulations, and directives and apply those interpretations fully and legally to all procurement activities
  • Ability to confidently facilitate meetings and present complex concepts to stakeholders
  • Ability to balance multiple assignments and achieve quality results in a timely manner
  • Ability to create and sustain positive working relationships with diverse stakeholders
  • Ability to perform and thrive in an ambiguous and changing environment
  • Strong written and verbal communication skills
  • Experience and familiarity with Medicaid finance, provider enrollment, and member eligibility and enrollment is preferred but not required
  • Written and verbal fluency in English
  • Spanish fluency is a plus
Compensation Details

The base salary range targeted for this role is $90,000-$130,000. This salary range represents BerryDunn's good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications in excess of the minimum requirements for this posting, that applicant is encouraged to apply and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
