Job description

Summary

The Manager of Transmission Studies is responsible for providing policy and technical recommendations to senior management and staff regarding NYPA and NYISO transmission system requirements/needs, and optimal solution(s) for NYPA transmission and generation development opportunities, to meet the State's CLCPA goals and/or public policy requirements, while ensuring reliability of the NYPA and NYISO system, including the application of new technologies, to serve customer load growth, support power/energy transactions, meet transmission access requests, site new generation sources or accommodate upgrades, expansion or re-powering of existing plants, as well as monitoring market evolution, to ensure compliance with statewide, regional and national reliability rules and criteria for planning.


The Manager of Transmission Studies is accountable to the New York Power Authority (NYPA) for the successful execution of his/her responsibilities in furtherance of:
 

  • NYPA's North American Electric Reliability Corporation (NERC) Reliability Standards Compliance program as set forth in Corporate Policies.
  • NYPA's Asset Management Company Policy.

 

The Manager of Transmission Studies is responsible for performing specific tasks identified in Business Unit Policies and Procedures that support Asset Management Policy Company Policy, Corporate Policies and compliance with NERC Reliability Standards. The Manager of Transmission Studies is identified in NYPA's NERC Reliability Standards Compliance Responsibility Matrix established and managed pursuant to Utility Operations Business Unit Policy NERC. #LI-CJ1

Responsibilities
  • Understand, communicate, execute tasks (e.g. provide input, review, coordinate, etc.), and/or implement specific elements of the New York Power Authority's (NYPA's) Asset Management System as defined in Business Unit Policies and Procedures established to support NYPA's Asset Management Policy and NERC Reliability Standards Compliance program as defined in Utility Operations Business Unit Policies and Procedures established to support Corporate Policies. Provide leadership, motivation and collaboration which are critical for successful asset management and NERC Reliability Standards Compliance.
  • Execute and supervise conduct of comprehensive studies, including power flow, voltage and transient stability studies, to identify NYPA and NYISO transmission system requirements/needs, develop and evaluate solutions to address the needs, and recommend optimal solution(s) for NYPA transmission and generation development opportunities, to meet the State's CLCPA goals and/or public policy requirements, while ensuring reliability of the NYPA and NYISO system.
  • Execute and supervise comprehensive studies to evaluate siting new generation sources or re-powering/repurposing of existing plants, as well as monitoring market evolution.
  • Execute and supervise comprehensive studies to support the interconnection of NYPA business development projects.
  • Represent NYPA on inter-utility, NYISO and regional / national reliability coordinating council subcommittees.
  • Provide technical support and study analyses in support of generation licensing/ permitting and Article VII filings.
  • Provide expert testimony on transmission planning matters at regulatory hearings before state and federal licensing boards in support of NYPA's Licensing efforts.
  • Provide technical guidance, expertise and recommendations to senior management regarding the establishment of new corporate policy(s) as it relates to transmission issues with regard to industry restructuring and conducting NYPA business moving forward.
  • Manage staff to ensure optimum use of personnel and other resources as well as establishment of work priorities, delegation of work, development of group goals/ objectives providing overall project direction, developing staff performance plus plans and conducting evaluations for each, recommending promotions/salary actions, budgetary management, etc.
  • Participate in Strategic Planning Process and establish Performance Measures for Transmission Planning Group.
  • Provide technical support to NYPA Municipal and CO-OP's regarding voltage support and expansion of their transmission systems, as evidenced by the reinforcement of the north country proposed and accepted by National Grid.
  • Supervise conduct of system performance studies to determine transmission and substation interconnection requirements of new generation projects, as well as, evaluating opportunities for reconfiguration of existing projects to provide better system performance and/or revenue or environmental benefits.
  • Ensure compliance and enforcement with NERC/NPCC/NYSRC reliability rules and criteria for planning, as well as, recommending voting actions by other registered NYPA entities in the NERC ballot pool.

  • Direct participation in formulating the Comprehensive Planning Process, Reliability Needs Assessment, Deliverability Issue, transmission expansion and interconnection requirements for NYISO and related tariff modifications as well as compliance filings to FERC.
  • Monitor NYISO Cost Allocation process as related to Attachments X and S of the Tariff and protect NYPA's ability to obtain reimbursement for headroom usage by others.
  • Participate on various Electric Power Research Institute Committees involved in the development of new technologies to optimize system operation as well as technical software tools to better analyze the electric power system.
  • Attend various industry sponsored technical courses and/or seminars.
  • This position has the potential to have a direct role in emergency preparedness, incident management or response and as such will require training in the National Incident Management System (NIMS).
     
Knowledge, Skills and Abilities
  • Knowledge of state of the art planning techniques and tools as well as electric system equipment. Working knowledge of the NYISO as well as the NYSRC and the NPCC's criteria /standards.
  • Substantial knowledge of NYPA's transmission system and that of the Bulk power Transmission system of the New York Control Area including NYPA's interrelationship with other utilities in neighboring states and provinces as well as neighboring Independent System Operators (ISOs).
  • Working knowledge of Article X and Article VII procedures as they relate to transmission. General knowledge of the Authority overall with specific emphasis on NYPA Engineering, System Protection, Legal, Environmental and Licensing practices.
  • Excellent verbal and written communication skills. Capable of representing the Authority in public forums, before policymakers and in giving expert testimony.
  • Capable of analyzing technical reports with respect to the modeling and operation of the bulk power transmission system, identifying problems, drawing inferences, recommending solutions and taking the appropriate action.
  • Ability to coordinate assignments and train staff members in order to meet expected deadlines.
  • Ability to develop work schedule and priorities while providing for fluctuating project needs is essential. Capable of overseeing and assisting IT in the administration of the White Plains Office Business Unit computer system.
  • Develop, monitor and administer Transmission Planning's budget.
  • Ability to lead by example, possessing excellent character and ethical standards. Capable of influencing others both within as well as external to NYPA in order to convey and press the Business Unit's positions/policies and ultimately NYPA's interests.
  • Ability to prioritize and explain assignments and appropriately delegate them to staff. Ability to develop staff and their career potential.
  • Ability to confront performance issues and hold self and others accountable for their actions. Ability to fairly evaluate performance and relate performance plans to Operations Support Services and Corporate strategic plans and measures.
Education, Experience and Certifications
  • A Bachelor's degree in Electrical Engineering required; Master's degree in Electrical Engineering is highly desirable.
  • NYS PE License is preferred.
  • Minimum of 8 years of experience performing similar type work preferably in transmission planning.
  • Experience in using PTI PSS/e Load Flow and Voltage programs, PTI PSS/e Stability program, PowerGEM's TARA programs, Python programming, and/or GE's PSLF and MAPS programs is preferred.
  • Experience in steady state, short circuit and dynamic modelling of inverter-based resources, and composite load models is preferred.
Physical Requirements
  • Sedentary, desk position; phone work, views computer screens and inputs data, prolonged sitting with some walking; phone work.
  • Travel requirements 10% to 15% of the time.
