Assigns staff to shifts, repair tasks, preventive maintenance responsibilities, and clean-up duties.- Conducts interviews for open positions when available.
- Ensures that Engineering policies and procedures are carried out by the plant operations staff, and that all memos, directives, policy changes, and general information are communicated to each staff member.
- Conducts ongoing training of personnel, staff meetings, and corrective action when necessary.
- Ensures that all staff are properly trained on the specific task they are performing before being allowed to proceed.
- Acts as spokesperson for utility systems during Joint Commission, DHS, OSHPD and other AHJ surveys.
- Attends and reports to various committees as required.
- Coordinates effectively for maintaining a balanced budget and plans for future needs such as equipment replacement, capital acquisition of new equipment, and system upgrades and or repairs.
- Maintains accurate records of all maintenance, repairs, equipment replacement, testing, compliance, licensure, and failures relative to utility equipment and systems.
- Complies and submits quarterly and annual Environment of Care Utilities reports to the EOC committee.
- Coordinates with the impacted departments to insure minimal disruption of medical center operations during any repair work, and then insures that all departments are notified and scheduled to return the area to its previous condition.
- Oversees the distribution of the plant systems and equipment that provide for the environment that provide for the environment of care for the hospitals patients, visitors, volunteers, employees and physicians.
- Maintains the plant and utility equipment spaces in a constant state of repair and cleanliness.
- Makes recommendations to the Director of Facilities as to necessary or needed additions or changes to the plant and utility equipment spaces to make them function more effectively/ safer.
- Supervises the Utilities preventive maintenance program.
- Ensures that Utility Systems Risk Criteria is used to determine the priority level and maintenance strategy for each individual piece of equipment in the Utilities Equipment Inventory.
- Ensures that all PM’s are completed on time and in accordance with required tasking, code and Joint Commission requirements, and manufactures recommendations and that all documentation is in place.
- Ensures that all new equipment is added to the inventory and all equipment removed from the facility is also removed from the inventory.
- Coordinates the acceptance of new project drawings from contractors, and sees to the integration of the drawings into the medical centers archives drawings.
- Maintains current electrical distribution line drawings and keeps current the Emergency Shut-Off Manual.
- Maintains the on-site labeling of all utilities equipment control numbering, piping, valving, switches, etc necessary for effective shutdown of those systems for emergencies or repairs.
- Coordinates access to the equipment/ systems; works with departments heads to facilitates repairs that affect their departments to insure minimum disruption of services; schedules work and obtains work permits as necessary.
- Ensures that Joint Commission standards are followed and that Torrance Memorial Medical Center policies relative to utilities incorporate those standards.
- Ensures that the Utility Management Plan is implemented and kept current in conjunction with Joint Commission standards.
- Conducts regularly scheduled meetings.
- Maintains personnel records; approves CTO; and prepares work schedules for employees to provide adequate coverage for completion of required duties.
- Schedules and provides training.
- Schedules employees to ensure adequate departmental coverage.
- Schedules, plans and conducts project meetings.
- Completes compliance, regulatory or mandated training that is deemed by any local, state, and federal ordinance/law or a department or hospital policy as required. Completes training/requirements in a maximum of two attempts once instructed to attend the training.
- Ensures all departmental regulatory and accreditation standards are adhered to at all times.
- Ensures orientation is complete and the new hire is competent prior to working independently.
- Hires and supervises staff.
- Hires, trains and develops an effective and efficient staff: Conducts performance appraisals, makes recommendations for salary increases, promotions, transfers, suspensions and dismissals.
