What You'll get to Do:

Northrop Grumman Mission Systems isactively seeking a candidate with outstanding leadership skills to fill a Cyber Operators Manager 2 position for an exciting effort supporting the Office of the Undersecretary of Defense for Intelligence & Security (OUSD (I&S)) at the Pentagon. This is a dual role position encompassing both people leadership and direct technical performance. The Manager will lead and mentor a high-performing team supporting multiple programs, projects, and initiatives. The team conducts all-source Cyber & Information Operations (IO) intelligence analysis support to DoD and Intelligence Community organizations. The manager will analyze current and emerging intelligence issues to solve the customer's hardest, strategic problem sets.

Roles and Responsibilities:

From a functional perspective, the functional manager duties include:

Performs assessments of systems and networks within the networking environment or enclave and identifies where those systems and networks deviate from acceptable configurations, enclave policy, or local policy. Achieved through active Penetration Testing. Evaluates incident response procedures and capabilities through Red Team exercises. Exploits system and network vulnerabilities and misconfigurations for the purpose of gathering data from target or adversary automated information systems or networks and to enable operations and intelligence collection capabilities. Leverages computer networks to disrupt, deny, degrade, or destroy information resident in computers and computer networks, or the computers and networks themselves.
  • Provide functional oversight for a team of cyber operations planners and cyber intelligence analysts; this includes active employee engagement, career development, conducting employee performance reviews and merit planning, mentoring, and training
  • Promote adherence to our client processes, procedures, and best practices to ensure quality work products and reduce risk on the program; champion the tenants of the Mission Systems Engineering Playbook that provide a competitive advantage for our customers
  • Staffing and workload forecasting; recruit new talent for mid and senior-level positions to meet staffing commitments
  • Lead and mentor a team of Cyber & IO intelligence analysts conducting all-source analysis in support of OUSD(I&S)'s Consolidated Collection and Analysis Strategies (CCAS).
  • Lead and mentor individuals supporting the DoD's Foreign Material Program and OUSD(I&S) Collections & Special Programs.
  • Lead and mentor five individuals in four different remote areas (NoVA, Dayton, Ft Meade, and Tampa) performing cyber intelligence analysis.
From a direct program support perspective, the Manager, Cyber Operators duties include:
  • Research and evaluate all-source intelligence to determine adversary capability and intent with special emphasis on network operations and cyber warfare tactics, techniques, and procedures.
  • Prepare all-source intelligence assessments, presentations and recommendations for senior US Government intelligence officials
The successful candidate must be able to demonstrate success in applying leadership characteristics to achieve sustainable top performance, a commitment to ethics and integrity, and the capability to innovate while challenging traditional ways of doing business. Demonstrated abilities to build diverse and inclusive teams with high levels of engagement, including mentoring and coaching, are essential. Excellent verbal and written communication skills are required, and the successful candidate must have demonstrated strong abilities to collaborate and lead virtually as a part of a geographically dispersed team.
Finally, the successful candidate must have demonstrated success in influencing the direction of technology discriminators, including identifying and championing change within the organization, to achieve competitive advantage for the business.

Basic Qualifications:
  • Must have an active TS/SCI clearance and be willing to undergo a CI poly
  • Must be able to obtain Special Program Access prior to onboarding and then maintain.
  • Must have a high school diploma or equivalent and 10 years of related experience. Will consider Bachelor's degree with 9 years of technical experience in any combination of national intelligence, management, or systems engineering disciplines accompanied by high proficiency in technical problem solving; Master's degree with 7 years of experience; or PhD with 4 years of experience.
  • Multiple years' experience leading DoD intelligence efforts in support of military requirements
  • Multiple years' experience utilizing all-source intelligence to conduct research, analysis and reporting
  • 5 years' demonstrated experience forming multi-organizational teams or conferences
  • Previous Pentagon Staff Experience working joint hard targets, Cyber and/or IO
Preferred Qualifications:
  • Experience providing analytic support to planning, execution and assessment of cyber space operations
  • Experience with Special Access Program processes and procedures
  • Experience briefing senior US government officials
  • Familiarity with DoD and Service Cyber Operations policy and processes and the Joint Operations Planning Process
  • Working knowledge of Service, Department and Intel Community cyber & IO capabilities
  • Excellent communication (written and oral), negotiation and interpersonal skills necessary to perform inter-agency and whole-of-government collaboration working with management, customers, partners and government
