The position is responsible for the direct oversight of operational adherence with all North American Electric Reliability Corporation (NERC), PJM, State and federal regulatory and Liberty rules and regulations for Liberty’s South Region reporting to the Vice President of T&D. This position leads the strategic development, engagement, and execution of relevant prescribed policies in conjunction with subject matter experts from Operations, HR, Information Systems, Cyber and Physical Security, and Engineering; as well as, for overlaps with centralized transmission planning and transmission operations functions, so that the company successfully meets regulatory requirements. This position performs in line with the enterprise compliance program and management system.
- Responsible for providing regional subject matter experts with clear expectations on regulatory rules and their impact on business processes, procedures, and any technology system modifications.
- Participate in the provision of performance KPIs in line with enterprise compliance guidance. Participate in notification, escalation, investigation, and remediation for compliance, in accordance with enterprise compliance program and to support risk assessments.
- Collaborate with NERC Compliance team and other enterprise compliance teams to provide guidance to impacted regional employees on ever-changing regulations.
- Analyze Electric Generation and Transmission written operating processes and procedures; and provide guidance to Operation teams so that designs and controls are consistent with a sustainable compliance program.
- Ensure that Generation and Transmission processes are sufficiently designed to meet all regulatory requirements (including generators, substations, transmission lines, vegetation management generation, system protection, and transmission controls; as well as, physical security controls, etc.). Working with functional areas to administer, execute, and validate all required procedures. Develop and update any relevant written operating procedures and processes.
- Validate and/or maintain document records and operational and IT evidence (e.g., battery testing, access logs, studies, performance records, baselines etc.).
- Must be able to effectively communicate the results of the policies, procedures, and existing systems to various employees within the company, so that the communication is clear and understood via electronic media, phone and/or in-person.
- Ensure the South Region meets all internal and external regulatory deadlines and is responsive to internal compliance and audit activity, including NERC RSAW development and data submission via NERC GADS and TADS systems.
- Help support the growth and development of SME's.
- Coordinate with subject matter experts in their understanding of and ability to meet regulatory deadlines by outside regulators.
- Coordinate and conduct training activities for the region in collaboration with the NERC and other enterprise Compliance teams.
- Ensure that the regional teams properly control and coordinate document records, regulatory information related to the regulatory, corporate standards, and ensure the business systems for proper delivery of that information to the regulator.
- Notify and coordinate with enterprise compliance teams as relates to regulatory compliance reporting, enforcement, or external audit activity.
Bachelor’s degree or equivalent education and experience.
5-10 years of experience in NERC/RTO or State Compliance; direct involvement in a NERC RSAW Audit preferred
High attention to detail; ability to task organize in a fast-paced environment.
Influences long term negotiations within other functions of the business to help shape, form, and build long term alternatives to meet regulatory needs or negotiate into other forms of meeting regulatory and business needs.
Will interact with multi-dimensional problems that impact operations, financial, and human performance to meet regulations.
Travel required within the Region.
