Nemours is seeking a Manager, Capital Projects Administration to join our Nemours Children's Health team in Jacksonville, Florida.

Responsible for managing a multi-faceted department focused on contract administration, ordering and requisitioning, and financial capital project management software support. Creation and ongoing management of capital project processes and workflow including Contract Executive Summary, Contract Delegation Form, merging of financial and legal approval trees, creation of visibility report for major capital projects, including the project financial closeout report.

Prepares reporting to Corporate Facilities, Senior and Executive Management financial analysis of Enterprise Facility Capital projects. Responsible for Corporate Facilities operating budgets. Proactively resolves potential finance issues relating to the capital project budgets and expenditures and operational facility departments across the enterprise. Coordinates with multiple functional teams such as Construction Project Management, Planning, Information Systems, Purchasing, and Finance. Prepares the analysis that calculates, compiles, and reports cash flow in regards to capital projects for corporate facilities and upper management decision making in excess of $100M annually. Prepares depreciation and accrual forecasts for large strategic projects. Compiles reports to corporate facilities management for the divisional operating budget and identifies and effectively communicates opportunities to improve financial performance. Consistently demonstrates sound financial leadership by gaining "buy-in" through best practices which will achieve sustained success in fiscal ownership, awareness, empowerment, and overall accountability.

Manages all purchase request submission and coding for all Enterprise capital projects. Manages the selection, preparation, coordination, and distribution of all architectural design and construction contracts for Facilities projects across the Nemours Enterprise. Responsible for reporting the financial analysis of each contract on the Contract Executive Summary for Executive Management to review during contract execution. Submission of executed contracts to Legal Department as well as logging and tracking through the e-Builder project management tool database.
  • Compiles, calculates and analyzes project cash flow statements for capital projects for use by Executive management to manage overall investment portfolios and A.I. duPont Trust requirements.
  • Coordinates with the Budget Department, Project Managers and Associate Administrator to resolve capital project funding deficits and resolve payment of invoices being held for lack of capital funds. Enters substitution requests/ fund proposals in capital tool for management review and approval.
  • Prepares, reviews and analyzes financial data for purpose of Executive and/or project Sponsor & Department Management decision support.
  • Manages the processing of all purchases for capital projects at the point of requisitioning to ensure purchases are in accordance with capital policy. Serves as a resource to AP Specialists and managers to resolve invoice issues. Assists purchasing agents with PO issue resolution and directs buyers to modify PO's when necessary. Ensures proper approvals in accordance with company policy is adhered to for all purchases.
  • Serves as a content expert and resource to accounting department for decision making regarding estimated useful lives of depreciable hospital assets.
  • Works with Management to prepare a quarterly update to the budget based on current spending levels and adjusts depending on variances.
  • Prepares special reports and projects as assigned by the Facilities Director or Hospital Administrators.
  • Ability to use discretion with highly confidential or sensitive information in regards to payroll, enterprise strategy and sensitive capital and/or operating financial or legal (lawsuit and lien) information.
  • Serves as the financial lead in the implementation and maintenance of e-Builder software program. Conduct and coordinate user testing and end-user training. Identify and resolve process, procedural and data integrity issues.
  • Manage the development of a User Manual & Training Program for both e-Builder Software users and Contract Administration processes.
  • Manages contract templates for Design and Construction with external counsel. Determination of type of contract (i.e. AIA vs Independent Contractor Agreements) to be used.
  • Responsible for managing the Contract Administration process including: drafting, negotiating, facilitating, implementing and reporting on the financials for all new contracts, amendments/change orders, renewals, and terminations via communicating with internal and external parties (i.e. follow up for pending contracts, obtain signatures, attachments, exhibits, etc.).
  • Support Planning leaders to develop and execute, in coordination with local management, a long-term capital improvement plan for the organization's facilities, particularly with regard to maintaining the existing infrastructure.

Job Requirements
  • Bachelor's Degree required, preferably in Accounting or Finance.
  • Minimum of five (5) + years' experience required.
  • Hospital, Physician Practice, Healthcare Accounting, or Finance related experience preferred.
  • Must have strong analytical, communication, and financial leadership skills in addition to strong computer skills.
  • Must be self-directed and organized, with the ability to work on multiple projects, prioritize work tasks and meet deadlines.
  • Prior experience with budget development & financial forecasting.
  • Knowledge of AIA Design Construction contract methodology.
  • Must have advanced Excel spreadsheet preparation and analysis skills.
  • Knowledge of Essbase, StrataJazz, Multiple Lawson Modules (AP, PO, AC, RQ), SAP/Infoview/Crystal Reporting, TeamShare/Sharepoint, MS Access & Remedy.
