This position is located in the Education Service, Oversight & Accountability Division Eastern District Office. The incumbent is responsible for conducting evaluative studies and serving as a consultant to the District Director on pertinent issues associated with the effectiveness and efficiency of VBA Education Service, Oversight & Accountabilityregional operations as they relate to the delivery of benefits and service to Veterans.Qualifications: To qualify for this position:

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
- For a GS-12 position you MUST have served 52 weeks at the GS-11 level.
NOTE: To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. General Adjustment and Award SF-50's CANNOT be used for time-in-grade verification.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
Specialized Experience GS-12: Specialized Experience is defined as one (1) year of experience equivalent to GS-11 or above level.
- Experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some physical effort may be required to perform the duties of the position.
