Job Description
The Center for Innovation through Data Intelligence (CIDI) is a research/policy center located in the Office of the Deputy Mayor for Strategic Initiatives. CIDI was founded to use and incorporate inter-agency data to enhance the efficiency and effectiveness of the delivery of health and human services to individuals, families, and children. CIDI works with partner agencies to conduct inter-agency research and provide analytical support to identify and address areas of service need in the City. CIDI collaborates with the following Health and Human Service (HHS) agencies:
Administration for Children's Services (ACS), the Department of Homeless Services (DHS), the Department for the Aging (DFTA), the Department of Health and Mental Hygiene (DOHMH), and the Human Resources Administration (HRA), as well as other City agencies to promote policy change that will lead to improved services to the people of the City.**The vision of CIDI is to make data come alive to inspire change.**
The Key Performance Indicator (KPI) Officer will be responsible for monitoring the outcomes of priority projects of the Office of the Deputy Mayor of Strategic Initiatives (DMSI) in various domains including education, early childhood development, and public safety. In coordination with the DMSI Office and relevant City agencies, they will develop KPI's to measure performance over time. They will leverage CIDI's infrastructure and access to cross-agency data to quantify the impact of initiatives at the individual, community, and system level. The work will enable the City to make decisions that optimize outcomes and promote efficiency.
CIDI seeks to recruit a KPI Officer who will:
- Develop logic models and KPIs for new DMSI initiatives.
- Develop systems to monitor implementation of new programs and policies.
- Determine appropriate data and methodology to measure program impact.
- Utilize statistical software to analyze program level data as well as system level data
to quantify outcomes.
- Manage the development and presentation of performance reports and benchmarking activities.
- Leverage existing data resources such as the American Community Survey (ACS),
Open Data, Community Health Survey (CHS), etc. to provide context for analyses.
- Develop an expertise in the administrative data and policies of City agencies.
Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
