When assigned to Detention Center
Performs responsible professional and routine administrative work in maintaining security, providing supervision of staff and detainees in secure setting, overseeing program activities for the shift and assuming responsibility for operations in the absence of the Assistant Superintendent and Operations Manager. Experience as a Youth Worker or a position with similar duties is required.
Assigned work schedule is typically from 3:00 p.m. - 11:00 p.m., 11:00 p.m. - 7:00 a.m., or 7:00 a.m. - 3:00 p.m.

When assigned to Group Home
Group Home setting, overseeing program activities for the shift and assuming responsibility for operations in the absence of the Residential Administrator and the Direct Care Manager. Assigned work schedule is typically from 1:00 p.m. - 9:00 p.m. Sunday through Thursday.

Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.
• Assists in training employees
• Supervises and reviews work of subordinates
• Monitors compliance with both interdepartmental and Department of Juvenile Justice standards
• Ensures that Detention home policy and procedure is carried out under the direction of the Assistant Superintendent
• Shares the philosophy and objectives of the Detention home program though contacts with interested public agencies and community organizations
• Participates in staff meetings and assists in overall program planning and evaluation
• Responds to emergency incidents
• Assists with processing detainees at time of intake and release from Detention
• Participates in emergency on-call duty
• Coordinates assignments of the shift in carrying out daily shift activities
• Meets and confers with legal, medical, school, court and other professionals regarding detainee status
• Prepares both detailed and summary reports on detainee behavior and progress in treatment for review by the appropriate authorities
• Assists subordinate staff with regards to management of difficult detainees
• Performs behavioral and crisis intervention counseling as related to problems arising while in Detention
• Restrains physically aggressive youths when appropriate
• Administers first aid and CPR as required
• Provides medications and treatments in accordance with established policies
• Transports detainees to medical appointments as needed
• Observes detainees visually and audibly to detect dangerous or deceptive acts
• Reviews logs for staff observations regarding assigned detainees
• Monitors daily observation and behavior reports and log books for accuracy
• Reviews intake/release paperwork for accuracy
• Ensures that medications are administered and recorded accurately
• Assures that transports are conducted on both pre and post detainees
• Checks daily population and compare with day sheet
• Makes sure detainees are ready for scheduled appointments
• Serves as direct line of communication between shift and administration
• Monitors daily program during assigned shift to ensure that timeframes are being met
• Monitors activities for compliance with all operational procedures, policy and regulatory standards
• Other duties as assigned

ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
• Performs duties of Youth Worker when required, including receiving briefing and reviewing staff confidential log; providing sight and sound supervision of residents; adhering to the structured daily schedule; conducting life, health, safety checks of facility; attending to student health needs by dispensing medications and providing basic first-aid treatment or CPR; logging significant events on shift in confidential log book; and conducting fire drills as scheduled.
• Supervises detainees' participation in such activities as arts and crafts and indoor and outdoor sports and games.
• Instructs and participates directly in various activities.
• Records behavioral observations.
• Other duties to provide direct or indirect service to the citizens may be assigned.
• When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

SUPERVISORY RESPONSIBILITIES
Directly supervises full-time Youth Workers and other subordinate program staff as well as part-time and wage staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Minimum Education and Experience Required
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE
Bachelor's degree (B. A.) from four-year college or university in a related field preferred. Experience as a Youth Worker or a position with similar duties is required.
Additional Requirements
Valid State Driver's License required and acceptable driving record according to City criteria.
Prior to employment must have Criminal Record Check and reference checks completed, and Child Protective Services check initiated. Prior to onset of employment must have tuberculin and drug screen as part of physical examination.
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
