Duties and Responsibilities:
  • Serves as Policy and Data Analyst for the Hawai'i State Center for Nursing (HSCN or Center).
  • Assists the Director by supporting working groups and policy initiatives of the HSCN.
  • Conducts studies to evaluate areas of concern such as nursing licensure, nursing education and nursing retention to support the Center's strategic planning.
  • Collects and analyzes data and environmental inquiry findings; engages working groups(s) to recommend policies relating to nursing workforce for Hawai'i.
  • Works with Center Director and staff on the interpretation and analysis of data.
  • Prepares policy briefs, reports, news articles, and other written correspondence.
  • Keeps track and summarizes federal and state policy initiatives related to nursing workforce.
  • Develops and maintains database from various source systems as part of the longitudinal data system such as nursing workforce from agencies like the National Nursing Workforce Study, Health Resources and Services Administration/HRSA, among others.
  • Develops complex or special non-recurring reports for Center initiatives including support for research initiatives including dissemination of surveys, data collection, communication with target groups and data entry.
  • Provides support to the HSCN Nursing Advisory Board by drafting agendas, scheduling meetings on the state calendar, recording of meetings, drafting of minutes, and ensuring the Advisory Board adheres to the Sunshine Law requirement.
  • Provides administrative and technical support to the statewide collaboratives managed by the HSCN.
  • Develops, prepares and presents comprehensive reports to management, the Advisory Board, stakeholders and legislators.
  • Designs, creates and updates statistical tables and graphs or other visual representations of data; incorporates tables and graphics in report format to support relevant findings.
  • Responds to ad-hoc requests related to institutional and system data from faculty and staff.
  • Serves as a resource to requesting parties by providing functional/technical information as it relates to the policy initiatives of the HSCN.
  • Participates in HSCN activities as directed, and leads and/or facilitates team projects.
  • May represent supervisor in partner communications, and at meetings and conferences.
  • Performs other duties as assigned.
Minimum Qualifications:
  1. Possession of a baccalaureate degree in fields related to public health, health sciences, public policy, economics, or political science and three (3) years of progressively responsible professional experience with responsibilities for policy and data analysis, research, and writing related to public health and healthcare policy/legislation; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Considerable working knowledge of principles, practices and techniques in the field of healthcare policy research and analysis as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with the protection of individual confidentiality and privacy policies such as sunshine laws (HRS Chapter 92 Public Agency Meetings and Recordings), and U.S. health policy and health sciences programs.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  9. Knowledge of nursing, public policy, and government.
  10. Demonstrated excellent organization, writing, presentation, and communication skills.
  11. Demonstrated ability to work in a fast-paced environment, relationship-driven work environment, with frequent interaction with team members and community stakeholders.
  12. Demonstrated strong multi-tasking ability, while maintaining a pleasant, courteous attitude when dealing with others.
  13. Experience with facilitating and engaging large and small groups to obtain stakeholder feedback relative to established goal(s) and objective(s).
Desirable Qualifications:
  • Master's Degree in public health, health sciences, public policy, economics, or political science or related field.
